  1  3 A Resolution urging the United States Postal
  1  4    Service to issue commemorative postage stamps
  1  5    honoring four great Iowa conservationists:  J. N.
  1  6    "Ding" Darling, Aldo Leopold, John F. Lacey, and
  1  7    William Temple Hornaday.
  1  8    WHEREAS, Jay Norwood "Ding" Darling was a renowned
  1  9 Iowa editorial cartoonist who advocated conservation
  1 10 of our nation's natural resources; and
  1 11    WHEREAS, "Ding" Darling was the father of the
  1 12 federal Duck Stamp Program, founder of the National
  1 13 Wildlife Federation, creator of the Cooperative Fish
  1 14 and Wildlife Research Unit Program, and laid the
  1 15 groundwork for the system of today's National Wildlife
  1 16 Refuges; and
  1 17    WHEREAS, Iowa native Aldo Leopold's professional
  1 18 life encompassed forestry, ecology, and writing; and
  1 19    WHEREAS, Mr. Leopold is widely considered the
  1 20 father of wildlife ecology and was a renowned
  1 21 scientist and scholar, exceptional teacher,
  1 22 philosopher, and gifted writer; and
  1 23    WHEREAS, a lifelong advocate for the preservation
  1 24 of wildlife and wilderness areas, Mr. Leopold became a
  1 25 founder of The Wilderness Society and wrote "A Sand
  1 26 County Almanac"; and
  1 27    WHEREAS, in the late 19th century, John F. Lacey
  1 28 practiced law in Oskaloosa, Iowa, and was first
  1 29 elected to Congress in 1888; and
  1 30    WHEREAS, as the chairman of the Committee on Public
  2  1 Lands, Mr. Lacey was the first strong congressional
  2  2 voice for conservation, leading in the passage of
  2  3 legislation that still protects wilderness areas,
  2  4 wildlife, and migratory birds; and
  2  5    WHEREAS, William Temple Hornaday grew up in Iowa
  2  6 and studied botany, zoology, paleontology, scientific
  2  7 stock breeding, and forestry at what is now known as
  2  8 Iowa State University; and
  2  9    WHEREAS, a naturalist, hunter, and conservationist,
  2 10 William Temple Hornaday had a varied career, including
  2 11 chief taxidermist at the National Museum from 1882 to
  2 12 1890, director at various times of both the
  2 13 Smithsonian Institution's first zoo and the New York
  2 14 Zoological Park, and president of the American Bison
  2 15 Society, making Hornaday one of the best=known
  2 16 naturalists of his time; and
  2 17    WHEREAS, during a distinguished and varied career
  2 18 Mr. Hornaday wrote over 30 books designed to help
  2 19 animals from the now extinct passenger pigeons to
  2 20 buffalo; and
  2 21    WHEREAS, it is fitting and proper that the
  2 22 contributions and sacrifices of these Iowa
  2 23 environmental and ecological visionaries be recognized
  2 24 and honored; NOW THEREFORE,
  2 25    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2 26 That the House of Representatives urges the United
  2 27 States Postal Service to issue a commemorative postage
  2 28 stamp honoring the work and memory of J. N. "Ding"
  2 29 Darling, Aldo Leopold, John F. Lacey, and William
  2 30 Temple Hornaday; and
  3  1    BE IT FURTHER RESOLVED, That upon adoption, a copy
  3  2 of this Resolution be sent to the United States
  3  3 Postmaster General and to the Citizens' Stamp Advisory
  3  4 Committee.
