  1  1    Section 1.  Section 257.43, Code 2007, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  7A.  Training for school superintendents
  1  4 and other school administrators to identify gifted and
  1  5 talented children as defined in section 257.44.
  1  6    Sec. 2.  STATE MANDATE FUNDING SPECIFIED.  In accordance
  1  7 with section 25B.2, subsection 3, the state cost of requiring
  1  8 compliance with any state mandate included in this Act shall
  1  9 be paid by a school district from state school foundation aid
  1 10 received by the school district under section 257.16.  This
  1 11 specification of the payment of the state cost shall be deemed
  1 12 to meet all the state funding=related requirements of section
  1 13 25B.2, subsection 3, and no additional state funding shall be
  1 14 necessary for the full implementation of this Act by and
  1 15 enforcement of this Act against all affected school districts.
  1 16                           EXPLANATION
  1 17    This bill requires school districts to add training for
  1 18 school superintendents and other school administrators to
  1 19 identify gifted and talented students in the program plans
  1 20 that school districts submit as part of the school improvement
  1 21 plans required pursuant to Code section 256.7, subsection 21,
  1 22 paragraph "a".
  1 23    The bill may include a state mandate as defined in Code
  1 24 section 25B.3.  The bill requires that the state cost of any
  1 25 state mandate included in the bill be paid by a school
  1 26 district from state school foundation aid received by the
  1 27 school district under Code section 257.16.  The specification
  1 28 is deemed to constitute state compliance with any state
  1 29 mandate funding=related requirements of Code section 25B.2.
  1 30 The inclusion of this specification is intended to reinstate
  1 31 the requirement of political subdivisions to comply with any
  1 32 state mandates included in the bill.
