A BILL FOR
1 An Act requiring the department of public health to conduct a
2 study regarding the occurrence and treatment of certain
3 diseases and health issues affecting African=Americans and
4 making an appropriation.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. DISEASES AFFECTING AFRICAN=AMERICANS. The
1 2 department of public health shall conduct a study regarding
1 3 the rate of occurrence and treatment of diseases and other
1 4 medical conditions disproportionately affecting
1 5 African=Americans in this state including but not limited to
1 6 human immunodeficiency virus (HIV) and acquired immune
1 7 deficiency syndrome (AIDS), cancer, heart disease and
1 8 hypertension, respiratory disorders, diabetes, sickle cell
1 9 anemia, infant mortality, and keloids. The study shall
1 10 include issues such as access to appropriate health care
1 11 providers, rates of occurrence, and types of treatment. The
1 12 department shall report the findings of the study, and any
1 13 recommendations associated therewith, to the general assembly
1 14 by January 14, 2008.
1 15 Sec. 2. APPROPRIATION. There is appropriated from the
1 16 general fund of the state to the department of public health
1 17 for the fiscal year beginning July 1, 2007, and ending June
1 18 30, 2008, the following amount, or so much thereof as is
1 19 necessary, to be used for the purposes designated:
1 20 For conducting a study regarding the rate of occurrence and
1 21 treatment of diseases and other medical conditions
1 22 disproportionately affecting African=Americans in this state:

1 24 EXPLANATION
1 25 This bill requires the department of public health to
1 26 conduct a study regarding diseases and other medical
1 27 conditions disproportionately affecting African=Americans in
1 28 the state and to report its findings to the general assembly
1 29 by January 14, 2008. The bill makes an appropriation to the
1 30 department for fiscal year 2007=2008 for purposes of the
1 31 study.
