  1 An Act providing for a committee to study an open eligibility
  2    policy for certain students in grades seven through twelve
  3    relating to competitive high school activities, and providing
  4    an effective date.

  1  1    Section 1.  COMPETITIVE HIGH SCHOOL ACTIVITIES OPEN
  1  2 ELIGIBILITY STUDY COMMITTEE.
  1  3    1.  A committee shall be established under the purview of
  1  4 the department of education to conduct a study regarding the
  1  5 feasibility of allowing certain students in grades seven
  1  6 through twelve to participate in competitive high school
  1  7 activities.  The study shall include the following issues
  1  8 relating to having students in grades seven through twelve on
  1  9 one team:
  1 10    a.  Finances and transportation.
  1 11    b.  Standards of eligibility pursuant to which all students
  1 12 should be able to participate including academic standards.
  1 13    c.  Safety standards for all students in contact
  1 14 activities.
  1 15    d.  The ability of some school districts or individual high
  1 16 schools to field a complete team in a particular activity.
  1 17    e.  The ability of some school districts or individual high
  1 18 schools to pool students to field a complete team in a
  1 19 particular activity.
  1 20    2.  The committee shall meet at least four times and shall
  1 21 prepare a report for the governor and the general assembly by
  1 22 January 15, 2009.
  1 23    3.  The committee shall be made up of the following
  1 24 members:
  1 25    a.  The director of the department of education or the
  1 26 director's designee.
  1 27    b.  The president of the Iowa girls high school athletic
  1 28 union or the president's designee.
  1 29    c.  The executive director of the Iowa high school athletic
  1 30 association or the executive director's designee.
  1 31    d.  The president of the Iowa high school athletic
  1 32 directors association or the president's designee.
  1 33    e.  Two nonpublic school administrators, one from a school
  1 34 with students in seventh and eighth grades and one from a high
  1 35 school, both to be selected by the governor.
  2  1    f.  Two public school administrators, one from a school
  2  2 with students in seventh and eighth grades and one from a high
  2  3 school, both to be selected by the governor.
  2  4    g.  Two to four coaches or teachers, including one who
  2  5 coaches a boys' high school sports team, one who coaches a
  2  6 girls' high school sports team, and one who teaches or coaches
  2  7 a competitive nonsports activity that could be opened to
  2  8 students in seventh and eighth grades, all selected by the
  2  9 governor.
  2 10    h.  Four to six parents of students who participate in
  2 11 extracurricular activities offered to students in seventh
  2 12 through twelfth grades and who are from different areas of the
  2 13 state and represent urban and rural school districts, all
  2 14 selected by the governor.
  2 15    i.  Two high school students, one from a rural school
  2 16 district and one from an urban school district, each of whom
  2 17 participates in competitive high school activities that could
  2 18 be opened to students in seventh and eighth grades, both
  2 19 selected by the governor.
  2 20    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  2 21 immediate importance, takes effect upon enactment.
  2 22                           EXPLANATION
  2 23    This bill creates a committee to study open eligibility for
  2 24 competitive high school activities to certain students in
  2 25 seventh through twelfth grades.
  2 26    A committee is established under the purview of the
  2 27 department of education, and is charged with conducting the
  2 28 study and is given five major issues to explore.  The
  2 29 committee must meet at least four times and must prepare a
  2 30 report for the general assembly and the governor by January
  2 31 15, 2009.
  2 32    The committee will have between 16 and 20 members
  2 33 interested in competitive high school activities, some of them
  2 34 appointed by the governor.  The bill becomes effective upon
  2 35 enactment.
