1 An Act creating a supplementary weighting plan for certain rural
2 school districts.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 257.11, Code Supplement 2007, is
1 2 amended by adding the following new subsection:
1 3 NEW SUBSECTION. 7A. a. In order to provide additional
1 4 funds for rural school districts, a rural supplementary
1 5 weighting plan is adopted. To be eligible for supplementary
1 6 weighting under this subsection, a school district must have a
1 7 budget enrollment of six hundred seventy=five students or less
1 8 and a district square mile per pupil ratio of greater than one
1 9 hundred sixty=one thousandths.
1 10 b. The rural supplementary weighting, which shall be
1 11 calculated by the department of management, shall be
1 12 calculated by multiplying the district square mile per pupil
1 13 ratio by a weighting of fourteen and eighty=two thousandths.
1 14 c. For purposes of this subsection, the district square
1 15 mile per pupil ratio is defined as the total number of square
1 16 miles in the school district divided by the school district's
1 17 budget enrollment for the budget year.
1 18 EXPLANATION
1 19 This bill creates a rural supplementary weighting plan to
1 20 provide rural school districts with additional funds. A
1 21 school district that qualifies for the supplementary weighting
1 22 must have a budget enrollment of 675 students or less and a
1 23 district square mile per pupil ratio of greater than 0.161.
1 24 The bill defines the district square mile per pupil ratio as
1 25 the school district's square miles divided by the school
1 26 district's budget enrollment for the budget year.
1 27 The rural supplementary weighting, which is calculated by
1 28 the department of management, is calculated by multiplying the
1 29 district square mile per pupil ratio by a weighting of 14.082.
