  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 21.2, subsection 1, Code 2007, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  i.  Either house of the general assembly, a
  1  4 standing committee of either house of the general assembly, or
  1  5 a joint conference committee.  "Governmental body" includes a
  1  6 political party caucus of members of a house of the general
  1  7 assembly.
  1  8    Sec. 2.  Section 21.5, subsection 1, Code Supplement 2007,
  1  9 is amended by adding the following new paragraph:
  1 10    NEW PARAGRAPH.  1.  To discuss campaign or political
  1 11 strategy.
  1 12                           EXPLANATION
  1 13    This bill expands the definition of a governmental body
  1 14 subject to the open meeting requirements of Code chapter 21 by
  1 15 including within that definition either house of the general
  1 16 assembly, legislative standing committees, and joint
  1 17 conference committees.  A political party caucus of either
  1 18 house of the general assembly is specifically included in the
  1 19 definition of a governmental body.
  1 20    The bill adds an exception to the open meeting requirements
  1 21 for discussions of governmental bodies involving campaign or
  1 22 political strategy.
