1 4 (COMPANION TO SCR 102 BY COMMITTEE ON AGRICULTURE)
1 5 A Concurrent Resolution urging the United States
1 6 Environmental Protection Agency to take all actions
1 7 necessary to provide American consumers with the
1 8 opportunity to use higher ethanol blended gasoline
1 9 for general use in conventional engines.
1 10 WHEREAS, the State of Iowa is the leading producer of corn
1 11 in the United States, with over 2.5 billion bushels harvested
1 12 in 2007, the largest harvested crop in the history of Iowa;
1 13 and
1 14 WHEREAS, the State of Iowa is the leading producer of
1 15 ethanol in the United States, with nearly 2 billion gallons
1 16 produced in 2007, the largest annual ethanol supply produced
1 17 in the history of Iowa; and
1 18 WHEREAS, from 1991 it has been the policy of the State of
1 19 Iowa, as codified in Iowa Code chapter 159A, to encourage the
1 20 development and use of fuels and coproducts derived from
1 21 agricultural commodities in order to increase the production
1 22 and consumption of renewable sources of energy, to reduce
1 23 dependency upon petroleum products, and to reduce atmospheric
1 24 contamination from the combustion of fossil fuels; and
1 25 WHEREAS, studies funded or supported by the Energy
1 26 Foundation, National Science Foundation, and Renewable Fuels
1 27 Association, as well as a literature review commissioned by
1 28 the Governor's Ethanol Coalition, all confirm that ethanol is
1 29 an environmentally sound alternative to fossil fuels; and
1 30 WHEREAS, a recent study cosponsored by the United States
1 31 Department of Energy and the American Coalition for Ethanol,
1 32 and conducted by the University of North Dakota Energy and
1 33 Environmental Research Center, and the Minnesota Center for
1 34 Automotive Research, provides evidence that fuel mileage
1 35 increases and motor fuel emissions decrease when motor
2 1 vehicles operate using increased volumes of ethanol blended
2 2 with gasoline; and
2 3 WHEREAS, the Minnesota Department of Agriculture is leading
2 4 an effort to establish the scientific basis required by the
2 5 United States Environmental Protection Agency to provide a
2 6 waiver of relevant standards promulgated by the agency under
2 7 the federal Clean Air Act, including but not limited to 42
2 8 U.S.C. } 7545 and 40 C.F.R. pt. 80 for the sale of gasoline
2 9 containing a higher than 10 percent volume of ethanol for
2 10 general use in gasoline=powered engines; NOW THEREFORE,
2 11 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE
2 12 CONCURRING, That the Iowa General Assembly urges the United
2 13 States Environmental Protection Agency to actively support all
2 14 research and development needed to make higher ethanol blended
2 15 gasoline, such as E=15, E=20, or E=30, immediately available
2 16 to American consumers; and
2 17 BE IT FURTHER RESOLVED, That the Iowa General Assembly
2 18 urges the United States Environmental Protection Agency to
2 19 immediately commission and complete all studies needed to
2 20 determine issues regarding health, the environment, and engine
2 21 performance using higher ethanol blended gasoline; and
2 22 BE IT FURTHER RESOLVED, That the Iowa General Assembly
2 23 urges the United States Environmental Protection Agency to
2 24 immediately review and approve an application to be submitted
2 25 by the State of Minnesota and the Renewable Fuels Association
2 26 for a waiver to allow consumers to immediately use higher
2 27 ethanol blended gasoline for general use in conventional
2 28 engines; and
2 29 BE IT FURTHER RESOLVED, That a suitable copy of this
2 30 Resolution be sent to the President of the United States, and
2 31 the Administrator of the United States Environmental
2 32 Protection Agency; and
2 33 BE IT FURTHER RESOLVED, That suitable copies of this
2 34 Resolution be sent to the President of the United States
2 35 Senate; the Speaker of the United States House of
3 1 Representatives; the Chairperson of the United States Senate
3 2 Committee on Agriculture, Nutrition and Forestry; the
3 3 Chairperson of the United States House of Representatives
3 4 Committee on Agriculture; the Secretary of the United States
3 5 Department of Agriculture; and the members of Iowa's
3 6 congressional delegation; and
3 7 BE IT FURTHER RESOLVED, That a suitable copy of this
3 8 Resolution be sent to the Governor of the State of Minnesota.
