  1  3            BY CO=CHAIRPERSONS CONNOLLY AND McKINLEY)
  1  4 A Resolution declaring March 15, 2006, as a day to
  1  5    recognize and honor Iowa's community colleges
  1  6    on their 40th anniversary.
  1  7    WHEREAS, 2006 marks the 40th anniversary of the designation
  1  8 by the state board of education of the first of 15 merged area
  1  9 schools, now called community colleges, resulting from Senate
  1 10 File 550, floor managed by Senator Jack Kibbie during the
  1 11 Sixty=First General Assembly, passed by the Senate by a vote
  1 12 of 47=11 and by the House of Representatives by a vote of 80=
  1 13 24, and signed into law by Governor Harold Hughes on June 7,
  1 14 1965; and
  1 15    WHEREAS, Iowa's community colleges enroll one of every four
  1 16 citizens of the state of Iowa in credit and noncredit
  1 17 educational offerings; and
  1 18    WHEREAS, Iowa's community colleges have provided easy
  1 19 access to thousands of Iowans who seek higher education,
  1 20 including many who transfer credits to senior institutions and
  1 21 thousands more who seek high=quality vocational=technical
  1 22 programs; and
  1 23    WHEREAS, adult and continuing education courses and job
  1 24 training programs have trained thousands of Iowa's citizens,
  1 25 who have improved their skills, benefiting businesses, the
  1 26 workforce, and the overall economy of the state; and
  1 27    WHEREAS, community colleges are the port of entry for many
  1 28 of the poorest, most challenged, and most disadvantaged
  1 29 citizens of the state; NOW THEREFORE,
  1 30    BE IT RESOLVED BY THE SENATE, That the Senate declares
  1 31 March 15, 2006, as a day to recognize and honor the 15
  1 32 community colleges in Iowa on the 40th anniversary of their
  1 33 founding.
