  1  1    Section 1.  Section 15E.192, subsection 3, paragraph b,
  1  2 Code Supplement 2005, is amended to read as follows:
  1  3    b.  A county or city may apply to the department for an
  1  4 area to be certified as an enterprise zone at any time prior
  1  5 to March 1, 2006 2007.  However, the total amount of land
  1  6 designated as enterprise zones under subsections 1 and 2, and
  1  7 any other enterprise zones certified by the department,
  1  8 excluding those approved pursuant to section 15E.194,
  1  9 subsection 4, shall not exceed in the aggregate one percent of
  1 10 the total county area.
  1 11    Sec. 2.  EFFECTIVE AND RETROACTIVE APPLICABILITY DATES.
  1 12 This Act, being deemed of immediate importance, takes effect
  1 13 upon enactment and is retroactively applicable to February 28,
  1 14 2006, and is applicable on and after that date.
  1 15                           EXPLANATION
  1 16    This bill relates to enterprise zone certification.
  1 17    Currently, an area must be certified as an enterprise zone
  1 18 prior to March 1, 2006.  The bill extends this date to March
  1 19 1, 2007.
  1 20    The bill takes effect upon enactment and applies
  1 21 retroactively to February 28, 2006.
