  1 An Act relating to an appropriation from the environment first
  2    fund for the establishment of permanent soil and water
  3    conservation practices, by allocating moneys to support the
  4    administration of local governmental units, and providing an
  5    effective date.

  1  1    Section 1.  2004 Iowa Acts, chapter 1175, section 301,
  1  2 subsection 1, paragraph f, unnumbered paragraph 2, is amended
  1  3 to read as follows:
  1  4    (1)  Not more than 5 percent of the moneys appropriated in
  1  5 this lettered paragraph "f" may be used for costs of
  1  6 administration and implementation of soil and water
  1  7 conservation practices.
  1  8    (2)  Of the amount appropriated in this paragraph "f",
  1  9 $250,000 shall be used to reimburse commissioners of soil and
  1 10 water conservation districts for administrative expenses,
  1 11 including, but not limited to, travel expenses and technical
  1 12 training.  Moneys used for the payment of meeting dues by
  1 13 counties shall be matched on a dollar=for=dollar basis by the
  1 14 soil conservation division.
  1 15    Sec. 2.  DEPARTMENT == PAYMENT OF REIMBURSEMENT MONEYS.
  1 16 The department of agriculture and land stewardship shall
  1 17 reimburse commissioners of soil and water conservation
  1 18 districts the amounts allocated pursuant to section 1 of this
  1 19 Act within ten days after the effective date of this Act.
  1 20    Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of
  1 21 immediate importance, takes effect upon enactment.
  1 22                           EXPLANATION
  1 23    This bill amends a provision in S.F. 2298 (2004 Iowa Acts,
  1 24 ch. 1175) as enacted by the general assembly during its last
  1 25 session.  As part of an appropriation from the environment
  1 26 first fund to the department of agriculture and land
  1 27 stewardship, $2 million was dedicated to support farmers
  1 28 participating in conservation programs.  The bill adds
  1 29 provisions which require the department to use a portion of
  1 30 this appropriation to reimburse commissioners of soil and
  1 31 water conservation districts for administrative expenses,
  1 32 including, but not limited to, travel expenses and technical
  1 33 training.  It also provides that moneys used for the payment
  1 34 of meeting dues by counties must be matched on a dollar=for=
  1 35 dollar basis by the department's soil conservation division.
  2  1 Similar language has been included in past bills appropriating
  2  2 general fund moneys to the department (see 2000 Acts, ch.
  2  3 1224, section 1, subsection 4).  The bill requires that the
  2  4 department reimburse the commissioners the designated amounts
  2  5 within 10 days after the effective date of this bill.
