  1  2                       BY  IVERSON
  1  3 A Resolution to recognize Child Passenger Safety Day.
  1  4    WHEREAS, motor vehicle crashes remain the single
  1  5 leading cause of death among children 14 years of age
  1  6 and younger and child safety seats and safety belts,
  1  7 when installed and used correctly, can prevent
  1  8 thousands of deaths and injuries; and
  1  9    WHEREAS, research has indicated that 2,136 children
  1 10 14 years of age and younger died and another 253,000
  1 11 were injured in vehicle crashes in 2003; and
  1 12    WHEREAS, an estimated 82 percent of child safety
  1 13 seats are not installed or used correctly, and child
  1 14 safety seats, when used correctly, can reduce the risk
  1 15 of death in a vehicle crash by 71 percent for infants
  1 16 and 54 percent for children ages one through four; and
  1 17    WHEREAS, it is estimated that if all children 14
  1 18 years of age and younger were restrained properly,
  1 19 182,000 serious injuries could be prevented annually;
  1 20 and
  1 21    WHEREAS, 56 percent of parents whose children were
  1 22 not using booster seats believed their children were
  1 23 too big for a child safety seat; and
  1 24    WHEREAS, the total annual cost of motor vehicle
  1 25 occupant=related death and injury exceeds $25.8
  1 26 billion for all children 14 years of age and younger,
  1 27 and every dollar spent on a child safety seat saves
  1 28 this country $32 in health care expenses; and
  1 29    WHEREAS, motor vehicle crashes can result in
  1 30 tragic, and unnecessary, death and injury and
  2  1 children, when not properly restrained, are placed at
  2  2 a much greater risk; and
  2  3    WHEREAS, in response to the change in Iowa's child
  2  4 passenger law and a critical need for education, the
  2  5 American Automobile Association (AAA) Minnesota=Iowa,
  2  6 together with Blank Children's Hospital and the Iowa
  2  7 Safe Kids Coalition, would like July 9, 2005, to be
  2  8 designated Child Passenger Safety Day to help educate
  2  9 the public about the proper use of child passenger
  2 10 safety seats and child passenger restraints; and
  2 11    WHEREAS, in order to contribute to the educational
  2 12 efforts, AAA Minnesota=Iowa has partnered with Blank
  2 13 Children's Hospital and the Iowa Safe Kids Coalition
  2 14 to help provide education and resources to improve
  2 15 child safety seat use and child restraint compliance;
  2 16 NOW THEREFORE,
  2 17    BE IT RESOLVED BY THE SENATE, That the Senate
  2 18 invites all Iowans to recognize July 9, 2005, as Child
  2 19 Passenger Safety Day and to join in the effort to
  2 20 fight the child passenger safety battle and ensure
  2 21 that all of Iowa's children are riding safely.
