  1  1                SENATE RESOLUTION NO.    
  1  2                      BY  WARNSTADT
  1  3 A Resolution recognizing April 15, 2005, as "National
  1  4    Youth Service Day".
  1  5    WHEREAS, National Youth Service Day is an annual
  1  6 public awareness and education campaign that
  1  7 highlights the valuable contributions that young
  1  8 people make to their communities throughout the year;
  1  9 and
  1 10    WHEREAS, the goals of National Youth Service Day
  1 11 are to mobilize youth as leaders in identifying and
  1 12 addressing the needs of their communities through
  1 13 service and service learning, to support youth on a
  1 14 lifelong path of service and civic engagement, and to
  1 15 educate the public, the media, and policymakers about
  1 16 the year=round contributions of young people as
  1 17 community leaders; and
  1 18    WHEREAS, young people in the United States, and in
  1 19 many other countries, are volunteering more than in
  1 20 any generation in history; and
  1 21    WHEREAS, young people should be viewed as the hope
  1 22 not only of the future, but also of today, and should
  1 23 be valued for the idealism, energy, creativity, and
  1 24 commitment they bring to the challenges found in their
  1 25 communities; and
  1 26    WHEREAS, there is a fundamental and conclusive
  1 27 correlation between youth service and lifelong adult
  1 28 volunteering and philanthropy; and
  1 29    WHEREAS, through community service, young people
  1 30 build character and learn valuable skills, including
  2  1 time management, teamwork, needs assessment, and
  2  2 leadership, that are sought by employers; and
  2  3    WHEREAS, service learning, an innovative teaching
  2  4 method combining service to the community with
  2  5 curriculum=based learning, is a proven strategy to
  2  6 increase academic achievement and strengthens civic
  2  7 engagement and civic responsibility; and
  2  8    WHEREAS, several private foundations and
  2  9 corporations in the United States support service
  2 10 learning because they understand that strong
  2 11 communities begin with strong schools and a community
  2 12 investment in the lives and futures of youth; and
  2 13    WHEREAS, a sustained investment by government,
  2 14 business partners, schools, and communities fuels the
  2 15 positive, long=term cultural change that will make
  2 16 service and service learning the common expectation
  2 17 and the common experience of all young people; and
  2 18    WHEREAS, National Youth Service Day, a program of
  2 19 Youth Service America, is the largest service event in
  2 20 the world and is being observed for the 17th
  2 21 consecutive year in 2005; and
  2 22    WHEREAS, National Youth Service Day, with the
  2 23 support of 50 lead agencies, hundreds of grant
  2 24 winners, and thousands of local partners, engages
  2 25 millions of young people nationwide; and
  2 26    WHEREAS, National Youth Service Day will involve
  2 27 114 national partners, including eight federal
  2 28 agencies and 10 organizations that are offering grants
  2 29 to support National Youth Service Day; and
  2 30    WHEREAS, National Youth Service Day has inspired
  3  1 Global Youth Service Day, which occurs concurrently in
  3  2 over 120 countries and is now in its sixth year; and
  3  3    WHEREAS, young people will benefit greatly from
  3  4 expanded opportunities to engage in meaningful
  3  5 volunteer service and service learning; NOW THEREFORE,
  3  6    BE IT RESOLVED BY THE SENATE, That the Senate
  3  7 recognizes and commends the significant contributions
  3  8 of American youth and encourages the cultivation of a
  3  9 common civic bond among young people dedicated to
  3 10 serving their neighbors, their communities, the state,
  3 11 and the nation; and
  3 12    BE IT FURTHER RESOLVED, That the Senate recognizes
  3 13 April 15, 2005, as "National Youth Service Day" and
  3 14 calls on the people of Iowa to observe the day by
  3 15 encouraging youth to participate in civic and
  3 16 community service projects, recognize the volunteer
  3 17 efforts of our state's young people throughout the
  3 18 year, and support these efforts and engage youth in
  3 19 meaningful decision=making opportunities today as an
  3 20 investment in the future of our state and nation.
