  1  1                SENATE RESOLUTION NO.    
  1  2                      BY  WARNSTADT
  1  3 A Resolution calling on the Congress of the United
  1  4    States to enact a multiyear reauthorization of
  1  5    federal highway and transit programs.
  1  6    WHEREAS, legislation to reauthorize the federal=aid
  1  7 highway and transit programs is more than 17 months
  1  8 overdue; and
  1  9    WHEREAS, the six short=term program extensions
  1 10 enacted by the United States Congress have forced
  1 11 states and localities to delay construction of
  1 12 critical highway and transit projects, impeded job
  1 13 creation, postponed lifesaving safety improvements,
  1 14 and the completion of congestion=reducing measures;
  1 15 and
  1 16    WHEREAS, further delay will increase project costs
  1 17 and dilute the purchasing power of federal
  1 18 transportation dollars; and
  1 19    WHEREAS, investments in transportation are
  1 20 investments in people, and the transportation network
  1 21 is the means through which children return from school
  1 22 safely, older Americans and those with disabilities
  1 23 gain mobility, and commuters have affordable mass
  1 24 transit options to get to work; and
  1 25    WHEREAS, a well=functioning transportation system
  1 26 is critical to America's security, productivity, and
  1 27 global competitiveness; and
  1 28    WHEREAS, inadequate funding proposals impede the
  1 29 ability of the United States Congress to reach
  1 30 agreement on a long=term funding bill; NOW THEREFORE,
  2  1    BE IT RESOLVED BY THE SENATE, That the Iowa Senate
  2  2 urges the United States Congress to immediately enact
  2  3 and President George W. Bush to approve a well=
  2  4 funded, multiyear reauthorization of federal highway
  2  5 and transit programs; and
  2  6    BE IT FURTHER RESOLVED, That the Secretary of the
  2  7 Senate shall forward copies of this Resolution to the
  2  8 President of the United States, the President of the
  2  9 Senate of the United States, the Speaker of the House
  2 10 of Representatives of the United States, and members
  2 11 of Iowa's congressional delegation.
