  1  2    BY  BEALL, BOETTGER, BLACK, FRAISE, JOHNSON, and
  1  3                         TINSMAN
  1  4 A Resolution recognizing the importance of citizen
  1  5    diplomacy.
  1  6    WHEREAS, citizen diplomacy is exemplified by the
  1  7 participation of unofficial ambassadors in a range of
  1  8 activities, such as youth, educational, cultural,
  1  9 professional, and institutional exchanges, that bring
  1 10 people together across national boundaries to
  1 11 cultivate ideas that promote living in harmony with
  1 12 one another; and
  1 13    WHEREAS, Americans involved in citizen diplomacy
  1 14 supplement diplomacy by public officials in a critical
  1 15 way by providing an effective opportunity for outreach
  1 16 to and interaction with the world that enables
  1 17 Americans to understand the rest of the world and the
  1 18 rest of the world to understand America; and
  1 19    WHEREAS, the international social, economic, and
  1 20 political circumstances of the 21st century, including
  1 21 national and global security, demand citizen diplomacy
  1 22 to a far greater extent than currently exists to
  1 23 replace misunderstanding and misperception with mutual
  1 24 understanding and respect; and
  1 25    WHEREAS, the Coalition for Citizen Diplomacy
  1 26 emerged from the work of the leaders of national
  1 27 organizations involved in international exchange,
  1 28 training, and education to amplify the collective
  1 29 voice of citizen diplomats and to increase the
  1 30 visibility and effectiveness of citizen diplomacy; and
  2  1    WHEREAS, the Coalition for Citizen Diplomacy is
  2  2 engaged in a nationwide campaign that will culminate
  2  3 in a White House Summit on Citizen Diplomacy in July
  2  4 2006, following 50 local and statewide conferences on
  2  5 citizen diplomacy throughout the United States; and
  2  6    WHEREAS, Iowa will be involved in one of these
  2  7 conferences in April 2005 to bring together community
  2  8 leaders who are committed to citizen diplomacy to
  2  9 develop a set of proposed actions to submit in a
  2 10 report for the White House Summit; and
  2 11    WHEREAS, an initial proposed action involves the
  2 12 establishment of a United States International Center
  2 13 for Citizen Diplomacy in Iowa; NOW THEREFORE,
  2 14    BE IT RESOLVED BY THE SENATE, That the Senate
  2 15 supports the work of the Coalition for Citizen
  2 16 Diplomacy, the upcoming statewide conference on
  2 17 citizen diplomacy, and the White House Summit; and
  2 18    BE IT FURTHER RESOLVED, That the Senate supports
  2 19 the involvement of the International Relations
  2 20 Committee of the Legislative Council in these efforts;
  2 21 and
  2 22    BE IT FURTHER RESOLVED, That the Senate supports
  2 23 inclusion in the state's action plan to be submitted
  2 24 for the White House Summit, the idea of establishing a
  2 25 United States International Center for Citizen
  2 26 Diplomacy in the state of Iowa to provide a nationally
  2 27 centralized base for the active engagement of
  2 28 individuals in citizen diplomacy.
