SENATE JOINT RESOLUTION
1 A Joint Resolution authorizing the temporary use and consumption
2 of wine and beer in the State Capitol in conjunction with the
3 2005 National Governors Association Annual Meeting.
4 WHEREAS, the National Governors Association is a
5 prestigious group representing every state in the United
6 States; and
7 WHEREAS, the annual meeting of the National Governors
8 Association brings together a bipartisan group of leaders to
9 discuss and find solutions to problems faced by the states;
10 and
11 WHEREAS, wine and beer are customarily served as an
12 accompaniment to food and entertainment at social events for
13 participants attending the annual meeting; and
14 WHEREAS, under 11 IAC 100.4(8), which prohibits the
15 consumption of alcoholic beverages on the capitol complex, it
16 is not possible to serve wine and beer at social events in the
17 State Capitol; NOW THEREFORE,
18 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Notwithstanding 11 IAC 100.4(8) and any
1 2 contrary provisions of chapter 123, prohibiting the use and
1 3 consumption of alcoholic beverages in public places, wine and
1 4 beer may be used and consumed within the state capitol at a
1 5 social event, to be held on or around July 15, 2005, hosted by
1 6 Governor Vilsack in conjunction with the 2005 annual meeting
1 7 of the national governors association, if the person providing
1 8 the food and wine and beer at the social event possesses an
1 9 appropriate valid liquor control license. For the purposes of
1 10 this section and section 123.95, the state capitol is a
1 11 private place.
1 12 EXPLANATION
1 13 This joint resolution authorizes the use and consumption of
1 14 wine and beer as an accompaniment to food at the 2005 national
1 15 governors association annual meeting, to be held at the state
1 16 capitol on or around July 15, 2005. Current law and rules
1 17 prohibit the use and consumption of alcoholic beverages within
1 18 the state capitol.
