  1  1    Section 1.  NEW SECTION.  1C.15  FIRST AMERICANS DAY.
  1  2    The governor of this state is hereby authorized and
  1  3 requested to issue annually a proclamation designating the
  1  4 Friday before the second Monday in October as First Americans
  1  5 Day and calling upon the people and officials of Iowa to
  1  6 commemorate and honor all indigenous people of this nation who
  1  7 shaped this nation's history and culture and who continue to
  1  8 shape this nation's future.
  1  9                           EXPLANATION
  1 10    This bill authorizes and requests the governor to issue
  1 11 annually a proclamation designating the Friday before the
  1 12 second Monday in October as First Americans Day.  The
  1 13 proclamation is intended to encourage the people and officials
  1 14 of Iowa to observe the day in a manner that commemorates and
  1 15 honors all indigenous people to our nation who have shaped and
  1 16 who continue to shape the culture and future of America.
