  1  1    Section 1.  Section 312.2, Code 2005, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  19.  The treasurer of state, before making
  1  4 the allotments provided for in this section, shall credit
  1  5 monthly to the state department of transportation funds
  1  6 sufficient in amount to pay the costs of advance notification
  1  7 of driver's license expiration as required in section 321.196,
  1  8 subsection 1.
  1  9    Sec. 2.  Section 321.196, subsection 1, Code 2005, is
  1 10 amended to read as follows:
  1 11    1.  a.  Except as otherwise provided, a driver's license,
  1 12 other than an instruction permit, chauffeur's instruction
  1 13 permit, or commercial driver's instruction permit issued under
  1 14 section 321.180, expires five years from the licensee's
  1 15 birthday anniversary occurring in the year of issuance if the
  1 16 licensee is between the ages of seventeen years eleven months
  1 17 and seventy years on the date of issuance of the license.  If
  1 18 the licensee is under the age of seventeen years eleven months
  1 19 or age seventy or over, the license is effective for a period
  1 20 of two years from the licensee's birthday anniversary
  1 21 occurring in the year of issuance.  A licensee whose license
  1 22 is restricted due to vision or other physical deficiencies may
  1 23 be required to renew the license every two years.  If a
  1 24 licensee is a foreign national who is temporarily present in
  1 25 this state, the license shall be issued only for the length of
  1 26 time the foreign national is authorized to be present as
  1 27 determined by the department, not to exceed two years.
  1 28    b.  On or about the first day of each month, the department
  1 29 shall notify each licensee whose driver's license is due to
  1 30 expire in the following month of the need to renew the license
  1 31 and the period for renewal.  The notice shall be mailed to the
  1 32 most recent address of record provided by the licensee
  1 33 pursuant to section 321.182, or the notice may be sent
  1 34 electronically by prior arrangement with the licensee.
  1 35 Failure to receive a renewal notice shall not affect the
  2  1 expiration of a license or the requirements for renewal of an
  2  2 expired license.
  2  3                           EXPLANATION
  2  4    This bill requires the state department of transportation
  2  5 to send a notice on or about the first day of each month to
  2  6 each person whose driver's license will expire in the
  2  7 following month.  The notice shall be sent to the most recent
  2  8 address of record for the licensee, or may be sent
  2  9 electronically by prior arrangement with the licensee.  The
  2 10 expiration of a license or the requirements for renewal are
  2 11 not affected by the failure of a licensee to receive the
  2 12 notice.
  2 13    The bill provides a standing appropriation to the
  2 14 department from the road use tax fund of an amount sufficient
  2 15 to pay the costs of providing the notification.
