1 1 Section 1. Section 8A.362, subsection 4, paragraph b, Code
1 2 2005, is amended to read as follows:
1 3 b. The director, and any other state agency, which for
1 4 purposes of this subsection includes but is not limited to
1 5 community colleges and institutions under the control of the
1 6 state board of regents, or local governmental subdivisions
1 7 purchasing new motor vehicles, shall purchase new passenger
1 8 vehicles and light trucks so that the average fuel efficiency
1 9 for the fleet of new passenger vehicles and light trucks
1 10 purchased in that year equals or exceeds the average fuel
1 11 economy standard for the vehicles' model year as established
1 12 by the United States secretary of transportation under 15
1 13 U.S.C. } 2002. Community colleges, institutions under the
1 14 control of the state board of regents, and local governmental
1 15 subdivisions purchasing new motor vehicles shall purchase new
1 16 passenger vehicles and light trucks so that the average fuel
1 17 efficiency for the fleet of new passenger vehicles and light
1 18 trucks purchased in that year equals or exceeds the average
1 19 fuel economy standard for the vehicles' model year as
1 20 established by the United States secretary of transportation
1 21 under 15 U.S.C. } 2002. This paragraph does not apply to
1 22 vehicles purchased for law enforcement purposes or used for
1 23 off=road maintenance work, or work vehicles used to pull
1 24 loaded trailers.
1 25 EXPLANATION
1 26 This bill requires the director of the department of
1 27 administrative services and state agencies, when purchasing
1 28 new passenger vehicles and light trucks, to purchase the
1 29 vehicles in such a combination that the average fuel
1 30 efficiency for the new vehicles exceeds the average fuel
1 31 economy standard for the vehicles' model year as established
1 32 by the United States secretary of transportation. Currently,
1 33 such purchases are required to be made so that the average
1 34 fuel efficiency for the new vehicles equals or exceeds the
1 35 standard. Community colleges, the state board of regents, and
2 1 local governments remain subject to that current policy.
