  1  1    Section 1.  NEW SECTION.  505.21A  SMALL BUSINESS HEALTH
  1  2 CARE COVERAGE ASSISTANCE PROGRAM.
  1  3    1.  The commissioner of insurance shall create a program to
  1  4 provide technical assistance and other support to small
  1  5 businesses in making health care coverage available to
  1  6 employees.  The commissioner shall designate one or more full=
  1  7 time equivalent positions to staff the program.  The technical
  1  8 assistance shall include but is not limited to developing
  1  9 small business purchasing strategies and providing advice
  1 10 regarding health coverage market and purchasing trends.
  1 11    2.  For the purposes of this section, "small business"
  1 12 means an employer with twenty=five or fewer employees working
  1 13 twenty or more hours per week.
  1 14                           EXPLANATION
  1 15    This bill requires the commissioner of insurance to create
  1 16 a small business health care coverage assistance program in
  1 17 the insurance division of the department of commerce.  The
  1 18 commissioner is required to designate at least one full=time
  1 19 equivalent position for the program.  The term "small
  1 20 business" is defined as an employer with 25 or fewer employees
  1 21 working 20 or more hours per week.
