1 An Act directing the department of education to perform a review
2 of the educational standards for physical education.

1 1 Section 1. REVIEW OF PHYSICAL EDUCATION STANDARDS.
1 2 1. The department of education shall review the
1 3 educational standards adopted for physical education under
1 4 section 256.11, subsections 3, 4, and 5, for children in
1 5 grades one through six, grades seven and eight, and grades
1 6 nine through twelve.
1 7 2. In reviewing the standards for physical education, the
1 8 department shall consider the current level of health and
1 9 physical fitness prevalent among students, expansion of the
1 10 standards for physical education, and ways to ensure students
1 11 perform adequate physical exercise. The review shall include
1 12 approaches used in other states' educational programs. In
1 13 addition, the review shall include proposals and research
1 14 available from national and local programs and experts such as
1 15 the national association for sport and physical education; the
1 16 Iowa association for health, physical education, recreation,
1 17 and dance; the American alliance for health, physical
1 18 education, recreation, and dance; and the university of Iowa
1 19 college of public health.
1 20 3. The department shall submit a report of its findings
1 21 and recommendations to the governor and general assembly on or
1 22 before December 15, 2005. The recommendations shall address
1 23 ways to expose students to the greatest variety of physical
1 24 activities, to instill knowledge of the importance of good
1 25 physical fitness to general health and a desire for lifelong
1 26 physical activity, and to reduce the level of obesity in the
1 27 state.
1 28 EXPLANATION
1 29 This bill directs the department of education to perform a
1 30 review of the educational standards for physical education for
1 31 students in the three grade level divisions used for grades
1 32 one through 12. The review is to include the current level of
1 33 physical fitness prevalent among students, consideration of
1 34 expansion of the physical education standards, and approaches
1 35 advocated by various local and national organizations. The
2 1 department is to report to the governor and general assembly
2 2 with findings and recommendations by December 15, 2005.
