1 1 Section 1. Section 249A.4, subsection 8, unnumbered
1 2 paragraphs 1 and 3, Code 2005, are amended to read as follows:
1 3 Shall advise and consult at least semiannually with a
1 4 council composed of the presidents or directors of the
1 5 following organizations or agencies, or a president's
1 6 representative who is a member of the organization represented
1 7 by the president, or a director's representative: the Iowa
1 8 medical society, the Iowa osteopathic medical association, the
1 9 Iowa academy of family physicians, the Iowa chapter of the
1 10 American academy of pediatrics, the Iowa physical therapy
1 11 association, the Iowa dental association, the Iowa nurses
1 12 association, the Iowa pharmacy association, the Iowa podiatric
1 13 medical society, the Iowa optometric association, the Iowa
1 14 association of community providers, the Iowa psychological
1 15 association, the Iowa psychiatric society, the Iowa chapter of
1 16 the national association of social workers, the coalition for
1 17 family and children's services in Iowa, the Iowa hospital
1 18 association, the Iowa association of rural health clinics, the
1 19 opticians' association of Iowa, inc., the Iowa association of
1 20 hearing health professionals, the Iowa speech and hearing
1 21 association, the Iowa health care association, the Iowa
1 22 association of area agencies on aging, AARP, the Iowa
1 23 caregivers association, the Iowa coalition of home and
1 24 community based services for seniors, the Iowa adult day
1 25 services association, the Iowa association for home care, the
1 26 Iowa council of health care centers, the Iowa physician
1 27 assistant society, the Iowa association of nurse
1 28 practitioners, the Iowa nurse practitioner society, the Iowa
1 29 occupational therapy association, the Iowa association of
1 30 homes and services for the aging, the ARC of Iowa which was
1 31 formerly known as the association for retarded citizens of
1 32 Iowa, the alliance for the mentally ill of Iowa, Iowa state
1 33 association of counties, and the governor's developmental
1 34 disabilities council, together with one person designated by
1 35 the Iowa chiropractic society; one state representative from
2 1 each of the two major political parties appointed by the
2 2 speaker of the house, one state senator from each of the two
2 3 major political parties appointed by the president of the
2 4 senate, after consultation with the majority leader and the
2 5 minority leader of the senate, each for a term of two years;
2 6 four public representatives, appointed by the governor for
2 7 staggered terms of two years each, none of whom shall be
2 8 members of, or practitioners of, or have a pecuniary interest
2 9 in any of the professions or businesses represented by any of
2 10 the several professional groups and associations specifically
2 11 represented on the council under this subsection, and at least
2 12 one of whom shall be a recipient of medical assistance; the
2 13 director of public health, or a representative designated by
2 14 the director; the director of the department of elder affairs,
2 15 or a representative designated by the director; the dean of
2 16 Des Moines university == osteopathic medical center, or a
2 17 representative designated by the dean; and the dean of the
2 18 university of Iowa college of medicine, or a representative
2 19 designated by the dean.
2 20 The director shall consider the advice and consultation
2 21 offered by the council in the director's preparation of
2 22 medical assistance budget recommendations to the council on
2 23 human services pursuant to section 217.3.
2 24 EXPLANATION
2 25 This bill adds to the membership of the council with which
2 26 the director of the department of human services is required
2 27 to consult regarding the medical assistance program (known as
2 28 the medical assistance advisory council, or MAAC) the
2 29 president, director, or the representative of the president or
2 30 director of the department of elder affairs, the Iowa
2 31 association of area agencies on aging, AARP, the Iowa
2 32 caregivers association, the Iowa coalition of home and
2 33 community based services for seniors, the Iowa adult day
2 34 services association, the coalition for family and children's
2 35 services in Iowa, and the Iowa nurse practitioner society.
3 1 The bill also directs the director of the department of human
3 2 services to consider the advice and consultation offered by
3 3 the MAAC in the director's preparation of medical assistance
3 4 budget recommendations to the council on human services.
