1 An Act requiring the state board of regents to conduct a study
2 regarding the establishment of higher admissions standards for
3 its institutions of higher learning.

1 1 Section 1. STATE UNIVERSITY ADMISSIONS REQUIREMENTS ==
1 2 STUDY.
1 3 1. The state board of regents, in cooperation with the
1 4 department of education, shall conduct a study regarding the
1 5 advantages and disadvantages of establishing higher standards
1 6 for admissions to the institutions under its control. The
1 7 study shall, at a minimum, identify and review accurate
1 8 predictors of student success in college which may be used in
1 9 addition to or in place of current admission criteria;
1 10 admission requirements for comparable state universities in
1 11 other states in the midwestern region; resourceful methods for
1 12 motivating middle and high school students to enroll in
1 13 challenging coursework, including advanced placement courses;
1 14 collaborative efforts to work with schools and school
1 15 districts to establish graduation standards that ensure the
1 16 adequate preparation of secondary school students for the
1 17 rigors of university coursework; partnerships with other
1 18 educational institutions to accomplish the goal of increasing
1 19 the academic achievements of this state's resident university
1 20 students; efforts to reduce dropout rates and the need for
1 21 remediation and to increase graduation rates; and training for
1 22 faculty and staff to provide innovative forms of academic
1 23 support.
1 24 2. The state board shall submit its findings and
1 25 recommendations in a report to the senate and house of
1 26 representatives standing committees on education by January
1 27 15, 2006.
1 28 EXPLANATION
1 29 This bill requires the state board of regents, in
1 30 cooperation with the department of education, to conduct a
1 31 study regarding the advantages and disadvantages of
1 32 establishing higher standards for admissions to the
1 33 institutions under its control. The state board must submit
1 34 its findings and recommendations in a report to the senate and
1 35 house of representatives standing committees on education by
2 1 January 15, 2006.
