  1  1    Section 1.  Section 68A.402, subsection 1, Code Supplement
  1  2 2005, is amended to read as follows:
  1  3    1.  FILING METHODS.  Each committee shall file with the
  1  4 board reports disclosing information required under this
  1  5 section on forms prescribed by rule.  Reports shall be filed
  1  6 on or before the required due dates by using any of the
  1  7 following methods:  mail bearing a United States postal
  1  8 service postmark, hand=delivery, facsimile transmission, or
  1  9 electronic filing as prescribed by rule.  A report that is
  1 10 required to be filed five days before an election must be
  1 11 physically received by the board by that date to be considered
  1 12 timely filed.  This requirement does not apply to a
  1 13 supplementary report under subsection 2, paragraph "b".
  1 14                           EXPLANATION
  1 15    This bill requires a report, except for supplementary
  1 16 reports filed by statewide office and legislative candidates,
  1 17 that is required to be filed five days prior to an election to
  1 18 be received in the office of the ethics and campaign
  1 19 disclosure board to be considered timely filed.
