1 An Act relating to the licensure of engineers employed on an
2 excursion gambling boat that has been removed from navigation
3 and is a permanently moored vessel.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 462A.22, unnumbered paragraph 2, Code
1 2 2005, is amended to read as follows:
1 3 Any person desiring a pilot's or engineer's license shall
1 4 file an application with the commission upon forms prepared
1 5 and furnished by the commission. Such license may be issued
1 6 by the commission only upon recommendation of an officer duly
1 7 authorized by the commission. Before the officer recommends
1 8 such a license, the officer shall investigate the competency
1 9 of the applicant, the applicant's acquaintance with and
1 10 experience in boat work, habits as to sobriety, mental and
1 11 physical qualifications for the work, acquaintance with the
1 12 waters for which application to operate upon is made,
1 13 familiarity with the laws and regulations pertaining to the
1 14 vessel operation and all other pertinent matters. Such
1 15 license shall not be issued to anyone under eighteen years of
1 16 age. Any person who holds a current license as a chief
1 17 engineer, issued by the United States coast guard, and who is
1 18 employed on an excursion gambling boat that has been removed
1 19 from navigation and is a permanently moored vessel is eligible
1 20 for licensure under this section.
1 21 EXPLANATION
1 22 Code section 99F.7, subsection 14, provides that an
1 23 excursion gambling boat that has been removed from navigation
1 24 and is a permanently moored vessel is to be regulated by the
1 25 department of natural resources. This bill provides that in
1 26 licensing engineers to serve on these vessels, the department
1 27 shall accept current licensure as a chief engineer by the
1 28 United States coast guard as adequate qualification to serve
1 29 as an engineer on these moored vessels.
