  2    relating to homeless individuals and individuals receiving
  3    housing assistance.

  1  1    Section 1.  Section 22.7, Code Supplement 2005, is amended
  1  2 by adding the following new subsections:
  1  3    NEW SUBSECTION.  52.  Individually identifiable client
  1  4 information contained in the records of the state database
  1  5 created as a homeless management information system pursuant
  1  6 to standards developed by the United States department of
  1  7 housing and urban development and utilized by the Iowa
  1  8 department of economic development.
  1  9    NEW SUBSECTION.  53.  The following information contained
  1 10 in the records of any governmental body relating to any form
  1 11 of housing assistance:
  1 12    a.  An applicant's social security number.
  1 13    b.  An applicant's personal financial history.
  1 14    c.  An applicant's personal medical history or records.
  1 15    d.  An applicant's current residential address when the
  1 16 applicant has been granted or has made application for a civil
  1 17 or criminal restraining order for the personal protection of
  1 18 the applicant or a member of the applicant's household.
  1 19                           EXPLANATION
  1 20    This bill adds an exemption from the open records law for
  1 21 individually identifiable client information in a homeless
  1 22 management information system.  The bill also provides an
  1 23 exemption for certain specific types of information contained
  1 24 in records relating to housing assistance.
