1 An Act relating to a state of Iowa scholar program to award
2 certificates of recognition to qualified graduating seniors.

1 1 Section 1. NEW SECTION. 261.130 STATE OF IOWA SCHOLARS
1 2 CERTIFICATE OF RECOGNITION.
1 3 1. A state of Iowa scholar recognition program is created
1 4 to award state of Iowa scholar certificates of recognition to
1 5 high school students who graduate with a minimum grade point
1 6 average of 3.5 on a 4.0 scale and attain a composite score of
1 7 at least twenty=seven on the national college admission and
1 8 placement examination published by the American college
1 9 testing program, inc., or an equivalent score on another
1 10 national standardized college admissions examination.
1 11 2. The governor and the general assembly shall issue the
1 12 state of Iowa scholar certificates of recognition annually to
1 13 students who have met the criteria specified in subsection 1.
1 14 3. The commission shall provide staffing and
1 15 administrative support for the program. A school district or
1 16 accredited nonpublic school may submit to the commission the
1 17 names of students who qualify for an award in accordance with
1 18 this subsection on forms and by the date specified by the
1 19 commission.
1 20 4. The commission shall publicize the program to school
1 21 districts and accredited nonpublic schools on its internet
1 22 website. The commission shall also list annually on its
1 23 internet website the name of each student who is awarded a
1 24 state of Iowa scholar certificate, the school district from
1 25 which the student graduated, and the city in which the student
1 26 resides.
1 27 EXPLANATION
1 28 This bill creates a state of Iowa scholar program to award
1 29 state of Iowa scholar certificates of recognition to high
1 30 school students who graduate with a minimum grade point
1 31 average of 3.5 on a 4.0 scale and attain a composite score of
1 32 at least 27 on the national college admission and placement
1 33 examination published by the American college testing program,
1 34 inc., or an equivalent score on another national standardized
1 35 college admissions examination. The governor and the general
2 1 assembly shall issue the certificates of recognition annually
2 2 to qualified students.
2 3 The college student aid commission is directed to provide
2 4 staffing and administrative support for the program. A school
2 5 district or accredited nonpublic school may submit to the
2 6 commission the names of students who qualify for an award.
2 7 The commission must publicize the program to school districts
2 8 and accredited nonpublic schools on its website; and list on
2 9 its website the name of each student who is awarded a
2 10 certificate, the school district from which the student
2 11 graduated, and the city in which the student resides.
