  1  1    Section 1.  Section 15A.1, Code 2005, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  6.  A state agency shall not provide
  1  4 economic development=related financial assistance in the form
  1  5 of grants, loans, or other financial assistance unless the
  1  6 state agency utilizes ten percent of such economic
  1  7 development=related financial assistance to provide financial
  1  8 incentives for the production of organic agricultural products
  1  9 as defined in section 190C.1 and the production of humanely
  1 10 raised livestock and poultry.
  1 11                           EXPLANATION
  1 12    This bill relates to the utilization of a portion of
  1 13 economic development=related financial assistance provided by
  1 14 state agencies for certain agricultural purposes.
  1 15    The bill prohibits a state agency from providing economic
  1 16 development=related financial assistance unless the state
  1 17 agency utilizes 10 percent of such economic
  1 18 development=related financial assistance to provide financial
  1 19 incentives for the production of organic agricultural products
  1 20 and the production of humanely raised livestock and poultry.
