1 An Act relating to the review criteria for applications under the
2 community attraction and tourism program and the cultural and
3 entertainment district certification program.

1 1 Section 1. Section 15F.203, Code 2005, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 3A. Additional consideration or
1 4 additional points in the application of rating or evaluation
1 5 criteria shall be given to the following types of
1 6 applications:
1 7 a. Applications from a city or county where an Iowa great
1 8 places project has been identified under the Iowa great places
1 9 program established in section 303.3C.
1 10 b. Applications where the project is located in a cultural
1 11 and entertainment district certified pursuant to section
1 12 303.3B.
1 13 Sec. 2. Section 303.3B, subsection 2, Code Supplement
1 14 2005, is amended to read as follows:
1 15 2. A city or county may create and designate a cultural
1 16 and entertainment district subject to certification by the
1 17 department of cultural affairs, in consultation with the
1 18 department of economic development. In the certification
1 19 process, the department of cultural affairs shall give
1 20 additional consideration or additional points in the
1 21 application of rating or evaluation criteria to applications
1 22 from a city or county where an Iowa great places project has
1 23 been identified under the Iowa great places program
1 24 established in section 303.3C. A cultural and entertainment
1 25 district is encouraged to include a unique form of
1 26 transportation within the district and for transportation
1 27 between the district and recreational trails. A cultural and
1 28 entertainment district certification shall remain in effect
1 29 for ten years following the date of certification. Two or
1 30 more cities or counties may apply jointly for certification of
1 31 a district that extends across a common boundary. Through the
1 32 adoption of administrative rules, the department of cultural
1 33 affairs shall develop a certification application for use in
1 34 the certification process. The provisions of this subsection
1 35 relating to the adoption of administrative rules shall be
2 1 construed narrowly.
2 2 EXPLANATION
2 3 This bill relates to the review criteria for applications
2 4 under the community attraction and tourism program and the
2 5 cultural and entertainment district certification program.
2 6 Under the community attraction and tourism program, the
2 7 bill provides that additional consideration or additional
2 8 points in the application of rating or evaluation criteria
2 9 shall be given to applications from a city or county where an
2 10 Iowa great places project has been identified under the Iowa
2 11 great places program and to applications where the project is
2 12 located in a certified cultural and entertainment district.
2 13 Under the cultural and entertainment district certification
2 14 program, the bill provides that, in the certification process,
2 15 the department of cultural affairs shall give additional
2 16 consideration or additional points in the application of
2 17 rating or evaluation criteria to applications from a city or
2 18 county where an Iowa great places project has been identified
2 19 under the Iowa great places program.
