  1  1    Section 1.  NEW SECTION.  483A.1B  MILITARY PERSONNEL
  1  2 LICENSES AND FEES.
  1  3    For the purposes of sections 483A.1, 483A.7, 483A.8, and
  1  4 483A.24B, a member of the armed forces of the United States,
  1  5 reserve forces of the United States, or national guard of the
  1  6 United States or a person who has retired or been discharged
  1  7 under honorable conditions from the armed forces of the United
  1  8 States, reserve forces of the United States, or national guard
  1  9 of the United States shall be considered a resident of this
  1 10 state.
  1 11    Sec. 2.  Section 483A.24, Code Supplement 2005, is amended
  1 12 by adding the following new subsection:
  1 13    NEW SUBSECTION.  15.  The department shall issue without
  1 14 charge a special lifetime fishing license to residents of this
  1 15 state who have retired or have been discharged under honorable
  1 16 conditions from the armed forces of the United States, reserve
  1 17 forces of the United States, or national guard of the United
  1 18 States.  The commission shall provide for, by rule, an
  1 19 application to be used by an applicant requesting the special
  1 20 license.  The commission shall require proof of military
  1 21 service and proof of retirement or discharge under honorable
  1 22 conditions from such service.
  1 23    Sec. 3.  Section 483A.27, subsection 1, Code 2005, is
  1 24 amended to read as follows:
  1 25    1.  A person born after January 1, 1967, shall not obtain a
  1 26 hunting license unless the person has satisfactorily completed
  1 27 a hunter safety and ethics education course approved by the
  1 28 commission or has completed military basic training as
  1 29 required by 10 U.S.C. } 671.  A person who is eleven years of
  1 30 age or more may enroll in an approved hunter safety and ethics
  1 31 education course, but a person who is eleven years of age and
  1 32 who has successfully completed the course shall be issued a
  1 33 certificate of completion which becomes valid on the person's
  1 34 twelfth birthday.  A certificate of completion from an
  1 35 approved hunter safety and ethics education course issued in
  2  1 this state since 1960, by another state, or by a foreign
  2  2 nation, is valid for the requirements of this section.
  2  3                           EXPLANATION
  2  4    This bill makes all military personnel eligible to obtain
  2  5 resident hunting and fishing licenses and to pay the
  2  6 corresponding resident fees.  This includes members of the
  2  7 armed forces of the United States, members of reserve forces,
  2  8 and members of the national guard, regardless of where they
  2  9 currently reside.
  2 10    The bill also makes all residents who have retired or have
  2 11 been honorably discharged from the military eligible to
  2 12 receive a free lifetime fishing license.  This includes
  2 13 retired or honorably discharged members of the armed forces of
  2 14 the United States, members of reserve forces, and members of
  2 15 the national guard.
  2 16    The bill also exempts anyone who has completed basic
  2 17 military training from the requirement to complete a hunter
  2 18 safety and ethics education course.
