  1 An Act directing the department of education to convene a healthy
  2    kids task force.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  HEALTHY KIDS TASK FORCE.
  1  2    1.  The department of education, in cooperation with the
  1  3 Iowa department of public health, shall convene a health kids
  1  4 task force to study and recommend measures to reduce the level
  1  5 of obesity in Iowa's student population.  The department of
  1  6 education, in cooperation with the Iowa department of public
  1  7 health, shall provide staffing and administrative support to
  1  8 the task force.  The task force shall study, at a minimum, the
  1  9 following:
  1 10    a.  The adequacy of the current physical education
  1 11 standards and requirements, practitioner preparation programs
  1 12 for physical education instructors, and the licensure
  1 13 standards for physical education practitioners.  The task
  1 14 force shall consider the benefits and disadvantages of
  1 15 establishing a statewide physical education curriculum and
  1 16 investigate current literature and recommendations for best
  1 17 practices in physical education instruction.
  1 18    b.  The current level of health, nutrition, and physical
  1 19 fitness prevalent among students.  The task force shall
  1 20 develop recommendations for exposing students to the greatest
  1 21 variety of physical activities, to instill knowledge of the
  1 22 importance of good physical fitness and a good diet to general
  1 23 health, and encourage a habit of lifelong physical activity.
  1 24 The task force shall also develop a model policy regarding
  1 25 access to nutritious foods, opportunities for physical
  1 26 activity, and accurate education related to these topics.  The
  1 27 policy shall include a minimum standard for the nutritional
  1 28 content of foods and beverages sold or provided throughout the
  1 29 school day or sold in competition with the federal school food
  1 30 programs.
  1 31    2.  The department of education shall appoint members of
  1 32 the task force representing the departments of education and
  1 33 public health; the Iowa heart association; the university of
  1 34 northern Iowa college of health, physical education, and
  1 35 leisure services; the Iowa dietetic association; the Iowa
  2  1 school nutrition directors association; the Iowa association
  2  2 of school boards; the Iowa medical association; the Iowa
  2  3 dental association; the Iowa association for health, physical
  2  4 education, recreation and dance; the university of Iowa
  2  5 college of public health; and Iowa state university extension.
  2  6    3.  The task force shall submit the model policy and its
  2  7 findings and recommendations to the governor and the general
  2  8 assembly by July 1, 2008, and the department of education
  2  9 shall post the model policy on its internet website by August
  2 10 1, 2008.
  2 11                           EXPLANATION
  2 12    This bill directs the department of education, in
  2 13 cooperation with the Iowa department of public health, to
  2 14 convene a healthy kids task force to study and recommend
