  1  1    Section 1.  DEPARTMENT OF VETERANS AFFAIRS == COUNTY
  1  2 INDIGENT VETERAN BURIAL EXPENSES.  There is appropriated from
  1  3 the general fund of the state to the department of veterans
  1  4 affairs for the fiscal year beginning July 1, 2006, and ending
  1  5 June 30, 2007, the following amount, or so much thereof as is
  1  6 necessary, to be used for the purpose designated:
  1  7    For grants to county commissions of veterans affairs for
  1  8 purposes of funeral expenses for indigent veterans pursuant to
  1  9 section 35B.13:
  1 10 .................................................. $     10,000
  1 11    Notwithstanding section 8.33, moneys appropriated in this
  1 12 section that remain unencumbered or unobligated at the close
  1 13 of the fiscal year shall not revert but shall remain available
  1 14 for expenditure for the purpose designated during the
  1 15 succeeding fiscal year.
  1 16                           EXPLANATION
  1 17    This bill appropriates $10,000 for the fiscal year
  1 18 beginning July 1, 2006, to the department of veterans affairs
  1 19 for grants to county commissions of veterans affairs.  The
  1 20 grants are to be used by the county commissions to defray
  1 21 burial expenses of veterans who die without sufficient means
  1 22 to defray funeral expenses.  Code section 35B.13 provides that
  1 23 county commissions are responsible for the interment of these
  1 24 veterans.  The bill provides that moneys appropriated that are
  1 25 unencumbered or unobligated at the close of the fiscal year
  1 26 shall not revert but shall remain available for expenditure
  1 27 during the next fiscal year.
