1 An Act relating to the issuance and display of one motor vehicle
2 registration plate.

1 1 Section 1. Section 321.18, subsection 7, Code 2005, is
1 2 amended to read as follows:
1 3 7. Any school bus in this state used exclusively for the
1 4 transportation of pupils to and from school or a school
1 5 function or for the purposes provided in section 285.1,
1 6 subsection 1, and section 285.10, subsection 9, or used
1 7 exclusively for the transportation of children enrolled in a
1 8 federal head start program. Upon application the department
1 9 shall, without charge, issue a registration certificate and
1 10 shall also issue a registration plates plate which shall have
1 11 imprinted thereon the words "Private School Bus" and a
1 12 distinguishing number assigned to the applicant. Such plates
1 13 The plate shall be attached to the front and rear of each bus
1 14 exempt from registration under this subsection.
1 15 Sec. 2. Section 321.19, subsection 1, unnumbered paragraph
1 16 2, Code 2005, is amended to read as follows:
1 17 The department shall furnish, on application, free of
1 18 charge, distinguishing plates for vehicles thus exempted,
1 19 which plates except plates on Iowa state patrol vehicles shall
1 20 bear the word "official" and the department shall keep a
1 21 separate record. Registration plates issued for Iowa state
1 22 patrol vehicles, except unmarked patrol vehicles, shall bear
1 23 two red stars on a yellow background, one before and one
1 24 following the registration number on the plate, which
1 25 registration number shall be the officer's badge number.
1 26 Registration plates issued for county sheriff's patrol
1 27 vehicles shall display one seven=pointed gold star followed by
1 28 the letter "S" and the call number of the vehicle. However,
1 29 the director of the department of administrative services or
1 30 the director of transportation may order the issuance of a
1 31 regular registration plates plate for any exempted vehicle
1 32 used by peace officers in the enforcement of the law, persons
1 33 enforcing chapter 124 and other laws relating to controlled
1 34 substances, persons in the department of justice, the
1 35 alcoholic beverages division of the department of commerce,
2 1 disease investigators of the Iowa department of public health,
2 2 the department of inspections and appeals, and the department
2 3 of revenue, who are regularly assigned to conduct
2 4 investigations which cannot reasonably be conducted with a
2 5 vehicle displaying an "official" state registration plates
2 6 plate, persons in the Iowa lottery authority whose regularly
2 7 assigned duties relating to security or the carrying of
2 8 lottery tickets cannot reasonably be conducted with a vehicle
2 9 displaying an "official" registration plates plate, and
2 10 persons in the department of economic development who are
2 11 regularly assigned duties relating to existing industry
2 12 expansion or business attraction. For purposes of sale of
2 13 exempted vehicles, the exempted governmental body, upon the
2 14 sale of the exempted vehicle, may issue for in=transit
2 15 purposes a pasteboard card bearing the words "Vehicle in
2 16 Transit", the name of the official body from which the vehicle
2 17 was purchased, together with the date of the purchase plainly
2 18 marked in at least one=inch letters, and other information
2 19 required by the department. The in=transit card is valid for
2 20 use only within forty=eight hours after the purchase date as
2 21 indicated on the bill of sale which shall be carried by the
2 22 driver.
2 23 Sec. 3. Section 321.20B, subsection 4, paragraqph a,
2 24 subparagraph (3), unnumbered paragraph 1, Code 2005, is
2 25 amended to read as follows:
2 26 Issue a citation and remove the motor vehicle's license
2 27 plates registration plate and registration receipt. Upon
2 28 removing the license plates registration plate and
2 29 registration receipt, the peace officer shall deliver the
2 30 plates plate for destruction, as appropriate, and forward the
2 31 registration receipt and evidence of the violation, as
2 32 determined by the department, to the county treasurer of the
2 33 county in which the motor vehicle is registered. The motor
2 34 vehicle may be driven for a time period of up to forty=eight
2 35 hours after receiving the citation solely for the purpose of
3 1 removing the motor vehicle from the highways of this state,
3 2 unless the driver's operating privileges are otherwise
3 3 suspended.
3 4 Sec. 4. Section 321.20B, subsection 4, paragraph a,
3 5 subparagraph (4), subparagraph subdivision (a), Code 2005, is
3 6 amended to read as follows:
3 7 (a) Issue a citation, remove the motor vehicle's license
3 8 plates registration plate and registration receipt, and
3 9 impound the motor vehicle. The peace officer shall deliver
3 10 the plates plate for destruction, as appropriate, and forward
3 11 the registration receipt and evidence of the violation, as
3 12 determined by the department, to the county treasurer of the
3 13 county in which the motor vehicle is registered.
3 14 Sec. 5. Section 321.20B, subsection 4, paragraph b,
3 15 subparagraph (1), subparagraph subdivisions (a) and (b), Code
3 16 2005 are amended to read as follows:
3 17 (a) If the person was cited pursuant to paragraph "a",
3 18 subparagraph (3), the owner or driver shall provide a copy of
3 19 the receipt to the county treasurer of the county in which the
3 20 motor vehicle is registered and the owner shall be assessed a
3 21 fifteen dollar administrative fee by the county treasurer who
3 22 shall issue a new license plates registration plate and
3 23 registration receipt to the person after payment of the fee.
3 24 (b) If the person was cited pursuant to paragraph "a",
3 25 subparagraph (4), the owner or driver, after the owner
3 26 provides proof of financial liability coverage to the clerk of
3 27 court, may claim the motor vehicle after such person pays any
3 28 applicable fine and the costs of towing and storage for the
3 29 motor vehicle, and the owner or driver provides a copy of the
3 30 receipt and the owner pays to the county treasurer of the
3 31 county in which the motor vehicle is registered a fifteen
3 32 dollar administrative fee, and the county treasurer shall
3 33 issue a new license plates registration plate and registration
3 34 receipt to the person.
3 35 Sec. 6. Section 321.20B, subsection 4, paragraph b,
4 1 subparagraph (2), subparagraph subdivisions (a) and (b), Code
4 2 2005, are amended to read as follows:
4 3 (a) Sign an admission of violation on the citation and
4 4 remit to the clerk of court a scheduled fine as provided in
4 5 section 805.8A, subsection 14, paragraph "f", for a violation
4 6 of subsection 1. Upon payment of the fine to the clerk of
4 7 court of the county where the citation was issued, payment of
4 8 a fifteen dollar administrative fee to the county treasurer of
4 9 the county in which the motor vehicle is registered, and
4 10 providing proof of payment of any applicable fine and proof of
4 11 financial liability coverages to the county treasurer of the
4 12 county in which the motor vehicle is registered, the treasurer
4 13 shall issue a new license plates registration plate and
4 14 registration receipt to the owner.
4 15 (b) Request an appearance before the court on the matter.
4 16 If the matter goes before the court, and the owner or driver
4 17 is found guilty of a violation of subsection 1, the court may
4 18 impose a fine as provided in section 805.8A, subsection 14,
4 19 paragraph "f", for a violation of subsection 1, or the court
4 20 may order the person to perform unpaid community service
4 21 instead of the fine. Upon the payment of the fine or the
4 22 entry of the order for unpaid community service, the person
4 23 shall provide proof of payment or entry of such order and the
4 24 county treasurer of the county in which the motor vehicle is
4 25 registered shall issue a new license plates registration plate
4 26 and registration receipt to the owner upon the owner providing
4 27 proof of financial liability coverage and paying a fifteen
4 28 dollar administrative fee to the county treasurer.
4 29 Sec. 7. Section 321.22, subsection 1, Code 2005, is
4 30 amended to read as follows:
4 31 1. An urban transit company or system having a franchise
4 32 to operate in any city and or any regional transit system may
4 33 make application to the department, upon forms furnished by
4 34 the department, for a certificate containing a distinguishing
4 35 number and for one or more pairs of transit bus plates to be
5 1 attached to the front and rear of buses owned or operated by
5 2 the transit company or system.
5 3 Sec. 8. Section 321.23, subsection 3, Code 2005, is
5 4 amended to read as follows:
5 5 3. In the event an applicant for registration of a foreign
5 6 vehicle for which a certificate of title has been issued is
5 7 able to furnish evidence of being the registered owner of the
5 8 vehicle to the county treasurer of the owner's residence,
5 9 although unable to surrender such the certificate of title,
5 10 the county treasurer may issue a registration receipt and
5 11 plates plate upon receipt of the required registration fee but
5 12 shall not issue a certificate of title thereto for the
5 13 vehicle. Upon surrender of the certificate of title from the
5 14 foreign state, the county treasurer shall issue a certificate
5 15 of title to the owner, or person entitled thereto, of such the
5 16 vehicle, or other person entitled to the certificate of title,
5 17 as provided in this chapter. The owner of a vehicle
5 18 registered under this subsection shall not be required to
5 19 obtain a certificate of title in this state and may transfer
5 20 ownership of the vehicle to a motor vehicle dealer licensed
5 21 under chapter 322 if, at the time of the transfer, the
5 22 certificate of title is held by a secured party and the dealer
5 23 has forwarded to the secured party the sum necessary to
5 24 discharge the security interest pursuant to section 321.48,
5 25 subsection 1.
5 26 Sec. 9. Section 321.25, unnumbered paragraph 1, Code 2005,
5 27 is amended to read as follows:
5 28 A vehicle may be operated upon the highways of this state
5 29 without a registration plates plate for a period of forty=
5 30 five days after the date of delivery of the vehicle to the
5 31 purchaser from a dealer if a card bearing the words
5 32 "registration applied for" is attached on the rear of the
5 33 vehicle. The card shall have plainly stamped or stenciled the
5 34 registration number of the dealer from whom the vehicle was
5 35 purchased and the date of delivery of the vehicle. In
6 1 addition, a dealer licensed to sell new motor vehicles may
6 2 attach the card to a new motor vehicle delivered by the dealer
6 3 to the purchaser even if the vehicle was purchased from an
6 4 out=of=state dealer and the card shall bear the registration
6 5 number of the dealer that delivered the vehicle. A dealer
6 6 shall not issue a card to a person known to the dealer to be
6 7 in possession of a registration plates plate which may be
6 8 attached to the vehicle. A dealer shall not issue a card
6 9 unless an application for registration and certificate of
6 10 title has been made by the purchaser and a receipt issued to
6 11 the purchaser of the vehicle showing the fee paid by the
6 12 person making the application. Dealers' records shall
6 13 indicate the agency to which the fee is sent and the date the
6 14 fee is sent. The dealer shall forward the application by the
6 15 purchaser to the county treasurer or state office within
6 16 thirty calendar days from the date of delivery of the vehicle.
6 17 However, if the vehicle is subject to a security interest and
6 18 has been offered for sale pursuant to section 321.48,
6 19 subsection 1, the dealer shall forward the application by the
6 20 purchaser to the county treasurer or state office within
6 21 thirty calendar days from the date of the delivery of the
6 22 vehicle to the purchaser.
6 23 Sec. 10. Section 321.26, subsection 2, Code 2005, is
6 24 amended to read as follows:
6 25 2. The county treasurer may adjust the renewal or
6 26 expiration date of vehicles when deemed necessary to equalize
6 27 the number of vehicles registered in each twelve=month period
6 28 or for the administrative efficiency of the county treasurer's
6 29 office. The adjustment shall be accomplished by delivery of a
6 30 written notice to the vehicle owner of the adjustment and
6 31 allowance of a credit for the remaining months of the unused
6 32 portion of the registration fee, rounded to the nearest whole
6 33 dollar, which amount shall be deducted from the annual
6 34 registration fee due at the time of registration. Upon
6 35 receipt of the notification the owner shall, within thirty
7 1 days, surrender the registration card and registration plates
7 2 plate to the county treasurer of the county where the vehicle
7 3 is registered, except that the registration plates plate shall
7 4 not be surrendered if validation stickers or other emblems are
7 5 used to designate the month and year of expiration of
7 6 registration. Upon payment of the annual registration fee,
7 7 less the credit allowed for the remaining months of the unused
7 8 portion of the registration fee, the county treasurer shall
7 9 issue a new registration card and registration plates plate,
7 10 validation stickers sticker, or emblems emblem which indicate
7 11 indicates the month and year of expiration of registration.
7 12 Sec. 11. Section 321.34, Code 2005, is amended to read as
7 13 follows:
7 14 321.34 PLATES PLATE OR VALIDATION STICKER FURNISHED ==
7 15 RETAINED BY OWNER == SPECIAL PLATES.
7 16 1. PLATES PLATE ISSUED. The county treasurer upon
7 17 receiving application, accompanied by proper fee, for
7 18 registration of a vehicle shall issue to the owner one
7 19 registration plate for a motorcycle, motorized bicycle, truck
7 20 tractor, trailer, or semitrailer and two registration plates
7 21 for every other motor vehicle. The registration plates plate,
7 22 including a special registration plates plate, shall be
7 23 assigned to the owner of a vehicle. When the owner of a
7 24 registered vehicle transfers or assigns ownership of the
7 25 vehicle to another person, the owner shall remove the
7 26 registration plates plate from the vehicle. The owner shall
7 27 forward the plates plate to the county treasurer where the
7 28 vehicle is registered or the owner may have the plates plate
7 29 assigned to another vehicle within thirty days after transfer,
7 30 upon payment of the fees required by law. The owner shall
7 31 immediately affix a registration plates plate retained by the
7 32 owner to another vehicle owned or acquired by the owner,
7 33 providing the owner complies with section 321.46. The
7 34 department shall adopt rules providing for the assignment of a
7 35 registration plates plate to the transferee of a vehicle for
8 1 which a credit is allowed under section 321.46, subsection 6.
8 2 2. VALIDATION STICKERS. In lieu of issuing a new
8 3 registration plates plate each registration year for a vehicle
8 4 renewing registration, the department may reassign the
8 5 registration plates plate previously issued to the vehicle and
8 6 may adopt and prescribe an annual validation sticker
8 7 indicating payment of registration fees. The department shall
8 8 issue one validation sticker for each set of registration
8 9 plates plate. The sticker shall specify the month and year of
8 10 expiration of the registration plates plate. The sticker
8 11 shall be displayed only on the rear registration plate, except
8 12 that the sticker shall be displayed on the front registration
8 13 plate of a truck=tractor.
8 14 The state department of transportation shall adopt rules to
8 15 provide for the placement of the motor vehicle registration
8 16 validation sticker.
8 17 3. RADIO OPERATORS PLATES PLATE. The owner of an
8 18 automobile, motorcycle, trailer, or motor truck who holds an
8 19 amateur radio license issued by the federal communications
8 20 commission may, upon written application to the county
8 21 treasurer accompanied by a fee of five dollars, order a
8 22 special registration plates plate bearing the call letters
8 23 authorized the radio station covered by the person's amateur
8 24 radio license. When received by the county treasurer, such
8 25 the special registration plates plate shall be issued to the
8 26 applicant in exchange for the registration plates plate
8 27 previously issued to the person. Not more than one set of
8 28 special registration plates plate may be issued to an
8 29 applicant. Said The fee shall be in addition to and not in
8 30 lieu of the fee for a regular registration plates plate.
8 31 Special A special registration plates plate must be
8 32 surrendered upon expiration of the owner's amateur radio
8 33 license and the owner shall thereupon then be entitled to the
8 34 owner's regular registration plates plate. The county
8 35 treasurer shall validate a special plates plate in the same
9 1 manner as a regular registration plates plate, upon payment of
9 2 five dollars in addition to the regular annual registration
9 3 fee.
9 4 4. MULTIYEAR PLATES PLATE. In lieu of issuing an annual
9 5 registration plates plate for trailers, semitrailers, motor
9 6 trucks, and truck tractors, the department may issue a
9 7 multiyear registration plate for a three=year period or a
9 8 permanent registration plate for trailers and semitrailers
9 9 licensed under chapter 326, and a permanent registration plate
9 10 for motor trucks and truck tractors licensed under chapter
9 11 326, upon payment of the appropriate registration fee.
9 12 Payment of fees for trailers and semitrailers for a permanent
9 13 registration plate shall, at the option of the registrant, be
9 14 made at five=year intervals or on an annual basis. Fees from
9 15 three=year and five=year payments shall not be reduced or
9 16 prorated. Payment of fees for motor trucks and truck tractors
9 17 shall be made on an annual basis.
9 18 5. PERSONALIZED REGISTRATION PLATES PLATE.
9 19 a. Upon application and the payment of a fee of twenty=
9 20 five dollars, the director may issue to the owner of a motor
9 21 vehicle, registered in this state or a trailer, or travel
9 22 trailer registered in this state, a personalized registration
9 23 plates plate marked with up to seven initials, letters, or
9 24 combination of numerals and letters requested by the owner.
9 25 However, personalized registration plates for motorcycles and
9 26 motorized bicycles shall be marked with no more than six
9 27 initials, letters, or combinations of numerals and letters.
9 28 Upon receipt of the personalized registration plates plate,
9 29 the applicant shall surrender the regular registration plates
9 30 plate to the county treasurer. The fee for issuance of the
9 31 personalized registration plates plate shall be in addition to
9 32 the regular annual registration fee.
9 33 b. The county treasurer shall validate a personalized
9 34 registration plates plate in the same manner as a regular
9 35 registration plates are plate is validated under this section
10 1 at an annual fee of five dollars in addition to the regular
10 2 annual registration fee. A person renewing a personalized
10 3 registration plate within one month following the time
10 4 requirements under section 321.40 may renew the personalized
10 5 plate without paying the additional registration fee under
10 6 paragraph "a" but shall pay the five=dollar fee in addition to
10 7 the regular registration fee and any penalties subject to
10 8 regular registration plate holders for late renewal.
10 9 c. The fees collected by the director under this section
10 10 shall be paid to the treasurer of state and credited by the
10 11 treasurer of state as provided in section 321.145.
10 12 6. SAMPLE VEHICLE REGISTRATION PLATES PLATE. Vehicle A
10 13 vehicle registration plates plate displaying the general
10 14 design of a regular registration plates plate, with the word
10 15 "sample" displayed on the plate, may be furnished to any
10 16 person upon payment of a fee of three dollars, except that
10 17 such plates may be furnished to governmental agencies without
10 18 cost. Sample A sample registration plates plate shall not be
10 19 attached to a vehicle moved on the highways of this state.
10 20 7. COLLEGIATE PLATES PLATE.
10 21 a. Upon application and payment of the proper fees, the
10 22 director may issue to the owner of a motor vehicle, trailer,
10 23 or travel trailer registered in this state, a collegiate
10 24 registration plates plate. Upon receipt of the collegiate
10 25 registration plates plate, the applicant shall surrender the
10 26 regular registration plates plate to the county treasurer.
10 27 b. Collegiate registration plates shall be designed for
10 28 each of the three state universities. The collegiate
10 29 registration plates shall be designated as follows:
10 30 (1) The letters "ISU" followed by a four=digit number all
10 31 in cardinal on a gold background for Iowa state university of
10 32 science and technology.
10 33 (2) The letters "UNI" followed by a four=digit number all
10 34 in purple on a gold background for the university of northern
10 35 Iowa.
11 1 (3) The letters "UI" followed by a four=digit number all
11 2 in black on a gold background for the state university of
11 3 Iowa.
11 4 (4) In lieu of the letter number designation provided
11 5 under subparagraphs (1) through (3), the collegiate
11 6 registration plates may be designated in the manner provided
11 7 for personalized registration plates under subsection 5,
11 8 paragraph "a", in the colors designated for the respective
11 9 universities under subparagraphs (1) through (3).
11 10 c. The fees for a collegiate registration plate are as
11 11 follows:
11 12 (1) A registration fee of twenty=five dollars.
11 13 (2) A special collegiate registration fee of twenty=five
11 14 dollars.
11 15 These fees are in addition to the regular annual
11 16 registration fee. The fees collected by the director under
11 17 this subsection shall be paid monthly to the treasurer of
11 18 state and credited by the treasurer of state to the road use
11 19 tax fund. Notwithstanding section 423.43 and prior to the
11 20 revenues being credited to the road use tax fund under section
11 21 423.43, subsection 1, paragraph "b", the treasurer of state
11 22 shall credit monthly from those revenues respectively, to Iowa
11 23 state university of science and technology, the university of
11 24 northern Iowa, and the state university of Iowa, the amount of
11 25 the special collegiate registration fees collected in the
11 26 previous month for collegiate registration plates designed for
11 27 the university. The moneys credited are appropriated to the
11 28 respective universities to be used for scholarships for
11 29 students attending the universities.
11 30 d. The county treasurer shall validate a collegiate
11 31 registration plates plate in the same manner as a regular
11 32 registration plates are plate is validated under this section
11 33 at an annual fee of five dollars in addition to the regular
11 34 annual registration fee.
11 35 e. A collegiate registration plate shall not be issued if
12 1 its combination of alphanumeric characters are is identical to
12 2 those that contained on a current personalized registration
12 3 plate issued under subsection 5. However, the owner of a
12 4 motor vehicle who has a personalized registration plate issued
12 5 for the motor vehicle may, after proper application and
12 6 payment of fees, be issued a collegiate registration plate
12 7 containing the same alphanumeric characters as those on the
12 8 personalized plate. Upon receipt of the collegiate
12 9 registration plates plate, the owner shall surrender the
12 10 personalized registration plates plate to the county
12 11 treasurer.
12 12 8. CONGRESSIONAL MEDAL OF HONOR PLATES PLATE. The owner
12 13 of a motor vehicle subject to registration under section
12 14 321.109, subsection 1, motorcycle, trailer, or motor truck who
12 15 has been awarded the congressional medal of honor may, upon
12 16 written application to the department, order a special
12 17 registration plates plate which shall be red, white, and blue
12 18 in color and shall bear an emblem of the congressional medal
12 19 of honor and an identifying number. Each applicant applying
12 20 for a special registration plates plate under this subsection
12 21 may purchase only one set of registration plates plate under
12 22 this subsection. The application is subject to approval by
12 23 the department and the special registration plates plate shall
12 24 be issued to the applicant in exchange for the registration
12 25 plates plate previously issued to the person. The special
12 26 plates are plate is subject to an annual registration fee of
12 27 fifteen dollars. The department shall validate the special
12 28 plates plate in the same manner as a regular registration
12 29 plates are plate is validated under this section. The
12 30 department shall not issue special registration plates until
12 31 service organizations in the state have furnished the
12 32 department either the special dies or the cost of the special
12 33 dies necessary for the manufacture of the special registration
12 34 plate.
12 35 The surviving spouse of a person who was issued a special
13 1 plates plate under this subsection may continue to use the
13 2 special plates plate subject to registration of the special
13 3 plates plate in the surviving spouse's name and upon payment
13 4 of the fifteen dollar annual registration fee. If the
13 5 surviving spouse remarries, the surviving spouse shall return
13 6 the special plates plate to the department and the department
13 7 shall issue a regular registration plates plate to the
13 8 surviving spouse.
13 9 8A. EX=PRISONER OF WAR SPECIAL PLATES PLATE. The owner of
13 10 a motor vehicle subject to registration under section 321.109,
13 11 subsection 1, motorcycle, trailer, or motor truck who was a
13 12 prisoner of war during the Second World War at any time
13 13 between December 7, 1941, and December 31, 1946, the Korean
13 14 Conflict at any time between June 25, 1950, and January 31,
13 15 1955, or the Vietnam Conflict at any time between August 5,
13 16 1964, and June 30, 1973, all dates inclusive, may, upon
13 17 written application to the department, order only one set of
13 18 special registration plates plate with an ex=prisoner of war
13 19 processed emblem. The emblem shall be designed by the
13 20 department in cooperation with the adjutant general and shall
13 21 signify that the owner was a prisoner of war as described in
13 22 this subsection. The application is subject to approval by
13 23 the department, in consultation with the adjutant general.
13 24 The special plates plate shall be issued at no charge and are
13 25 is subject to an annual registration fee of fifteen dollars.
13 26 The county treasurer shall validate the special plates plate
13 27 in the same manner as a regular registration plates are plate
13 28 is validated under this section.
13 29 The surviving spouse of a person who was issued a special
13 30 plates plate under this subsection may continue to use or
13 31 apply for and use the special plates plate subject to
13 32 registration of the special plates plate in the surviving
13 33 spouse's name and upon payment of the annual registration fee.
13 34 If the surviving spouse remarries, the surviving spouse shall
13 35 return the special plates plate to the department and the
14 1 department shall issue a regular registration plates plate to
14 2 the surviving spouse.
14 3 9. LEASED VEHICLES. Registration plates A registration
14 4 plate under this section, including a disabled veteran plates
14 5 plate specified in section 321.105, may be issued to the
14 6 lessee of a motor vehicle if the lessee provides evidence of a
14 7 lease for a period of more than sixty days and if the lessee
14 8 complies with the requirements, under this section, for
14 9 issuance of the specific registration plates plate.
14 10 10. FIRE FIGHTER PLATES PLATE.
14 11 a. An owner referred to in subsection 12 who is a current
14 12 or retired member of a paid or volunteer fire department may,
14 13 upon written application to the department, order a special
14 14 registration plates plate, designed by the department in
14 15 cooperation with representatives designated by the Iowa fire
14 16 fighters' associations, which signify signifies that the
14 17 applicant is a current or retired member of a paid or
14 18 volunteer fire department.
14 19 b. The application shall be approved by the department in
14 20 consultation with representatives designated by the Iowa fire
14 21 fighters' associations, and the special registration plates
14 22 plate shall be issued to the applicant in exchange for the
14 23 registration plates plate previously issued to the person.
14 24 The fee for the special plates plate is twenty=five dollars
14 25 which shall be paid in addition to the regular annual
14 26 registration fee. The department shall validate the special
14 27 plates plate in the same manner as a regular registration
14 28 plates are plate is validated under this section at the
14 29 regular annual registration fee.
14 30 c. The special fees collected by the director under this
14 31 subsection shall be paid monthly to the treasurer of state and
14 32 credited to the road use tax fund. Notwithstanding section
14 33 423.43, and prior to the crediting of revenues to the road use
14 34 tax fund under section 423.43, subsection 1, paragraph "b",
14 35 the treasurer of state shall transfer monthly from those
15 1 revenues to the Paul Ryan memorial fire fighter safety
15 2 training fund created pursuant to section 100B.12 the amount
15 3 of the special fees collected in the previous month for the
15 4 fire fighter plates.
15 5 d. For purposes of this subsection, a person is considered
15 6 to be retired if the person is recognized by the chief of the
15 7 fire department where the individual served, and on record, as
15 8 officially retired from the fire department. Special A
15 9 special registration plates plate with a fire fighter emblem
15 10 shall be surrendered, as provided in subsection 12, in
15 11 exchange for a regular registration plates plate upon
15 12 termination of the motor vehicle owner's membership in the
15 13 paid or volunteer fire department, unless the person is a
15 14 retired member in good standing.
15 15 10A. EMERGENCY MEDICAL SERVICES PLATES PLATE. The An
15 16 owner of a motor vehicle subject to registration pursuant to
15 17 section 321.109, subsection 1, motor truck, motor home,
15 18 multipurpose vehicle, motorcycle, trailer, or travel trailer
15 19 referred to in subsection 12 who is a current member of a paid
15 20 or volunteer emergency medical services agency may, upon
15 21 written application to the department, order a special
15 22 registration plates plate, designed by the department in
15 23 cooperation with representatives designated by the Iowa
15 24 emergency medical services association, which plates signify
15 25 signifies that the applicant is a current member of a paid or
15 26 volunteer emergency medical services agency. The application
15 27 shall be approved by the department, in consultation with
15 28 representatives designated by the Iowa emergency medical
15 29 services association, and the special registration plates
15 30 plate shall be issued to the applicant in exchange for the
15 31 registration plates plate previously issued to the person.
15 32 The fee for the special plates plate shall be twenty=five
15 33 dollars which shall be in addition to the regular annual
15 34 registration fee. The department shall validate the special
15 35 plates plate in the same manner as a regular registration
16 1 plates are plate is validated under this section at the
16 2 regular annual registration fee.
16 3 11. NATURAL RESOURCES PLATES PLATE.
16 4 a. Upon application and payment of the proper fees, the
16 5 director may issue a natural resources plates plate to the
16 6 owner of a motor vehicle subject to registration under section
16 7 321.109, subsection 1, motor truck, motor home, multipurpose
16 8 vehicle, motorcycle, trailer, or travel trailer referred to in
16 9 subsection 12.
16 10 b. Natural resources plates shall be designed by the
16 11 department in cooperation with the department of natural
16 12 resources which design shall include on the plate the name of
16 13 the county where the vehicle is registered.
16 14 c. The special natural resources fee for a letter number
16 15 designated natural resources plates plate is forty=five
16 16 dollars. The fee for a personalized natural resources plates
16 17 plate is forty=five dollars which shall be paid in addition to
16 18 the special natural resources fee of forty=five dollars. The
16 19 fees collected by the director under this subsection shall be
16 20 paid monthly to the treasurer of state and credited to the
16 21 road use tax fund. Notwithstanding section 423.43, and prior
16 22 to the crediting of revenues to the road use tax fund under
16 23 section 423.43, subsection 1, paragraph "b", the treasurer of
16 24 state shall credit monthly from those revenues to the Iowa
16 25 resources enhancement and protection fund created pursuant to
16 26 section 455A.18, the amount of the special natural resources
16 27 fees collected in the previous month for the natural resources
16 28 plates.
16 29 From the moneys credited to the Iowa resources enhancement
16 30 and protection fund under this paragraph "c", ten dollars of
16 31 the fee collected for each natural resources plate issued, and
16 32 fifteen dollars from each renewal fee, shall be allocated to
16 33 the department of natural resources wildlife bureau to be used
16 34 for nongame wildlife programs.
16 35 d. Upon receipt of the special registration plates plate,
17 1 the applicant shall surrender the current registration plates
17 2 plate to the county treasurer. The county treasurer shall
17 3 validate the special registration plates plate in the same
17 4 manner as a regular registration plates are plate is validated
17 5 under this section. The annual special natural resources fee
17 6 for a letter number designated plates plate is twenty=five
17 7 dollars which shall be paid in addition to the regular annual
17 8 registration fee. The annual fee for a personalized natural
17 9 resources plates plate is five dollars which shall be paid in
17 10 addition to the annual special natural resources fee and the
17 11 regular annual registration fee. The annual special natural
17 12 resources fee shall be credited as provided under paragraph
17 13 "c".
17 14 11A. LOVE OUR KIDS PLATES PLATE.
17 15 a. Upon application and payment of the proper fees, the
17 16 director may issue a "love our kids" plates plate to the owner
17 17 of a motor vehicle subject to registration under section
17 18 321.109, subsection 1, motor truck, motor home, multipurpose
17 19 vehicle, motorcycle, trailer, or travel trailer referred to in
17 20 subsection 12.
17 21 b. Love our kids plates shall be designed by the
17 22 department in cooperation with the Iowa department of public
17 23 health.
17 24 c. The special fee for a letter number designated love our
17 25 kids plates plate is thirty=five dollars. The fee for a
17 26 personalized love our kids plates plate is twenty=five
17 27 dollars, which shall be paid in addition to the special love
17 28 our kids fee of thirty=five dollars. The fees collected by
17 29 the director under this subsection shall be paid monthly to
17 30 the treasurer of state and credited to the road use tax fund.
17 31 Notwithstanding section 423.43, and prior to the crediting of
17 32 revenues to the road use tax fund under section 423.43,
17 33 subsection 1, paragraph "b", the treasurer of state shall
17 34 transfer monthly from those revenues to the Iowa department of
17 35 public health the amount of the special fees collected in the
18 1 previous month for the love our kids plates. Notwithstanding
18 2 section 8.33, moneys transferred under this subsection shall
18 3 not revert to the general fund of the state.
18 4 d. Upon receipt of the special registration plates plate,
18 5 the applicant shall surrender the current registration plates
18 6 plate to the county treasurer. The county treasurer shall
18 7 validate the special registration plates plate in the same
18 8 manner as a regular registration plates are plate is validated
18 9 under this section. The annual special love our kids fee for
18 10 a letter number designated plates plate is ten dollars, which
18 11 shall be paid in addition to the regular annual registration
18 12 fee. The annual fee for a personalized love our kids plates
18 13 plate is five dollars, which shall be paid in addition to the
18 14 annual special love our kids fee and the regular annual
18 15 registration fee. The annual love our kids fee shall be
18 16 credited as provided under paragraph "c".
18 17 11B. MOTORCYCLE RIDER EDUCATION PLATES PLATE.
18 18 a. Upon application and payment of the proper fees, the
18 19 director may issue a "motorcycle rider education" plates plate
18 20 to the owner of a motor vehicle subject to registration under
18 21 section 321.109, subsection 1, motor truck, motor home,
18 22 multipurpose vehicle, motorcycle, trailer, or travel trailer
18 23 referred to in subsection 12.
18 24 b. Motorcycle rider education plates shall be designed by
18 25 the department.
18 26 c. The special fee for a letter number designated
18 27 motorcycle rider education plates plate is thirty=five
18 28 dollars. The fee for a personalized motorcycle rider
18 29 education plates plate is twenty=five dollars, which shall be
18 30 paid in addition to the special motorcycle rider education fee
18 31 of thirty=five dollars. The fees collected by the director
18 32 under this subsection shall be paid monthly to the treasurer
18 33 of state and credited to the road use tax fund.
18 34 Notwithstanding section 423.43, and prior to the crediting of
18 35 revenues to the road use tax fund under section 423.43,
19 1 subsection 1, paragraph "b", the treasurer of state shall
19 2 transfer monthly from those revenues to the department for use
19 3 in accordance with section 321.180B, subsection 6, the amount
19 4 of the special fees collected in the previous month for the
19 5 motorcycle rider education plates.
19 6 d. Upon receipt of the special registration plates plate,
19 7 the applicant shall surrender the current registration plates
19 8 plate to the county treasurer. The county treasurer shall
19 9 validate the special registration plates plate in the same
19 10 manner as a regular registration plates are plate is validated
19 11 under this section. The annual special motorcycle rider
19 12 education fee for a letter number designated plates plate is
19 13 ten dollars, which shall be paid in addition to the regular
19 14 annual registration fee. The annual fee for a personalized
19 15 motorcycle rider education plates plate is five dollars, which
19 16 shall be paid in addition to the annual special motorcycle
19 17 rider education fee and the regular annual registration fee.
19 18 The annual motorcycle rider education fee shall be credited as
19 19 provided under paragraph "c".
19 20 12. SPECIAL REGISTRATION PLATES == GENERAL PROVISIONS.
19 21 a. The owner of a motor vehicle subject to registration
19 22 pursuant to section 321.109, subsection 1, motor truck, motor
19 23 home, multipurpose vehicle, motorcycle, trailer, or travel
19 24 trailer may, upon written application to the department, order
19 25 a special registration plates plate with a distinguishing
19 26 processed emblem as authorized by this section or as approved
19 27 by the department. The fee for the issuance of a special
19 28 registration plates plate is twenty=five dollars for each
19 29 vehicle, unless otherwise provided by this section, which fee
19 30 is in addition to the regular annual registration fee. The
19 31 county treasurer shall validate a special registration plates
19 32 plate with a distinguishing processed emblem in the same
19 33 manner as a regular registration plates plate, upon payment of
19 34 five dollars in addition to the regular annual registration
19 35 fee.
20 1 b. Upon receipt of a special registration plate with a
20 2 distinguishing processed emblem as authorized by this section
20 3 or as approved by the department, the applicant shall
20 4 surrender the regular registration plates plate to the county
20 5 treasurer. An applicant no longer eligible for a special
20 6 registration plate shall surrender the special vehicle
20 7 registration plates plate to the county treasurer for issuance
20 8 of a regular registration plates plate.
20 9 c. An applicant may, upon payment of the additional fee
20 10 for a personalized plate as provided in subsection 5, obtain a
20 11 personalized special registration plate with a processed
20 12 emblem. Personalized plates authorized by this section with
20 13 the processed emblem shall be limited to no more than five
20 14 initials, letters, or combinations of numerals and letters.
20 15 d. A special registration plate issued for a motorcycle or
20 16 motorized bicycle under this section shall be designated in
20 17 the manner provided for a personalized registration plates
20 18 plate under subsection 5, paragraph "a".
20 19 12A. SPECIAL REGISTRATION PLATES == ARMED FORCES SERVICES
20 20 SERVICE. An owner of a vehicle referred to in subsection 12
20 21 who applies for any type of special registration plates plate
20 22 associated with service in the United States armed forces
20 23 shall be issued one set of the special registration plates
20 24 plate at no charge, but shall be subject to the annual
20 25 registration fee of fifteen dollars, if all of the following
20 26 conditions are met:
20 27 a. The owner is eligible for, but has relinquished to the
20 28 department or the county treasurer or has not been issued, a
20 29 congressional medal of honor, ex=prisoner of war, or legion of
20 30 merit special registration plates plate under this section, or
20 31 a disabled veteran registration plates plate under section
20 32 321.105.
20 33 b. The owner provides the appropriate information
20 34 regarding the owner's eligibility for any of the special
20 35 registration plates described in paragraph "a", and regarding
21 1 the owner's eligibility for the special registration plates
21 2 plate for which the owner has applied, as required by the
21 3 department.
21 4 A disabled veteran shall be exempt from payment of the
21 5 fifteen dollar annual registration fee as provided in section
21 6 321.105.
21 7 Upon the death of the vehicle owner entitled to the special
21 8 registration plates plate, the special registration plates
21 9 plate shall be surrendered to the department or the county
21 10 treasurer.
21 11 13. NEW SPECIAL REGISTRATION PLATES == DEPARTMENT REVIEW.
21 12 a. Any person may submit a request to the department to
21 13 recommend a new special registration plate with a processed
21 14 emblem. The request shall provide a proposed design for the
21 15 processed emblem, the purpose of the special registration
21 16 plate with the processed emblem, any eligibility requirements
21 17 for purchase or receipt of the special registration plate with
21 18 the processed emblem, and evidence there is sufficient
21 19 interest in the special registration plate with the processed
21 20 emblem to pay implementation costs. The department shall
21 21 consider the request and make a recommendation based upon
21 22 criteria established by the department which shall include
21 23 consideration of the information included in the request, the
21 24 number of special registration plates with processed emblems
21 25 currently authorized, and any other relevant factors.
21 26 b. If a request for a proposed special registration plate
21 27 with a processed emblem meets the criteria established by the
21 28 department, the department shall, in consultation with the
21 29 persons seeking the special registration plate with the
21 30 processed emblem, approve a recommended design for the
21 31 processed emblem, and propose eligibility requirements for the
21 32 special registration plate with the processed emblem.
21 33 c. The department shall adopt rules pursuant to chapter
21 34 17A regarding the approval and issuance of special
21 35 registration plates.
22 1 d. A state agency may submit a request to the department
22 2 recommending a special registration plate. The alternate fee
22 3 for a letter number designated plates plate is thirty=five
22 4 dollars with a ten dollar annual special renewal fee. The fee
22 5 for a personalized plates plate is twenty=five dollars which
22 6 is in addition to the alternative alternate fee of thirty=five
22 7 dollars with an annual personalized plate renewal fee of five
22 8 dollars which is in addition to the special renewal fee of ten
22 9 dollars. The alternate fees are in addition to the regular
22 10 annual registration fee. The alternate fees collected under
22 11 this paragraph shall be paid monthly to the treasurer of state
22 12 and credited to the road use tax fund. Notwithstanding
22 13 section 423.43, and prior to the crediting of the revenues to
22 14 the road use tax fund under section 423.43, subsection 1,
22 15 paragraph "b", the treasurer of state shall credit monthly the
22 16 amount of the alternate fees collected in the previous month
22 17 to the state agency that recommended the special registration
22 18 plate.
22 19 14. PERSONS WITH DISABILITIES SPECIAL PLATES PLATE. An
22 20 owner referred to in subsection 12 or an owner of a trailer
22 21 used to transport a wheelchair who is a person with a
22 22 disability, or who is the parent or guardian of a child who
22 23 resides with the parent or guardian owner and who is a person
22 24 with a disability, as defined in section 321L.1, may, upon
22 25 written application to the department, order a special
22 26 registration plates plate with a persons with disabilities
22 27 processed emblem designed by the department bearing the
22 28 international symbol of accessibility. The special
22 29 registration plates plate with a persons with disabilities
22 30 processed emblem shall only be issued if the application is
22 31 accompanied with a statement from a physician licensed under
22 32 chapter 148, 149, 150, or 150A, a physician assistant licensed
22 33 under chapter 148C, an advanced registered nurse practitioner
22 34 licensed under chapter 152, or a chiropractor licensed under
22 35 chapter 151, written on the physician's, physician
23 1 assistant's, nurse practitioner's, or chiropractor's
23 2 stationery, stating the nature of the applicant's or the
23 3 applicant's child's disability and such additional information
23 4 as required by rules adopted by the department, including
23 5 proof of residency of a child who is a person with a
23 6 disability. If the application is approved by the department,
23 7 the special registration plates plate with a persons with
23 8 disabilities processed emblem shall be issued to the
23 9 applicant. There shall be no fee in addition to the regular
23 10 annual registration fee for the special registration plates
23 11 plate with a persons with disabilities processed emblem. The
23 12 authorization for a special registration plates plate with a
23 13 persons with disabilities processed emblem shall not be
23 14 renewed without the applicant furnishing evidence to the
23 15 department that the owner of the vehicle or the owner's child
23 16 is still a person with a disability as defined in section
23 17 321L.1. An owner who has a child who is a person with a
23 18 disability shall provide satisfactory evidence to the
23 19 department that the child with a disability continues to
23 20 reside with the owner. The registration plates plate with a
23 21 persons with disabilities processed emblem shall be
23 22 surrendered in exchange for a regular registration plates
23 23 plate as provided in subsection 12 when the owner of the
23 24 vehicle or the owner's child no longer qualifies as a person
23 25 with a disability as defined in section 321L.1 or when the
23 26 owner's child who is a person with a disability no longer
23 27 resides with the owner.
23 28 15. LEGION OF MERIT SPECIAL PLATES PLATE. The owner of a
23 29 motor vehicle subject to registration under section 321.109,
23 30 subsection 1, motorcycle, trailer, or motor truck, who has
23 31 been awarded the legion of merit may, upon written application
23 32 to the department and presentation of satisfactory proof of
23 33 the award of the legion of merit as established by the
23 34 Congress of the United States, order a special registration
23 35 plates plate with a legion of merit processed emblem. The
24 1 emblem shall be designed by the department in cooperation with
24 2 the adjutant general and shall signify that the owner was
24 3 awarded the legion of merit. The application is subject to
24 4 approval by the department, in consultation with the adjutant
24 5 general. The special plates plate shall be issued at no
24 6 charge and are is subject to an annual registration fee of
24 7 fifteen dollars. The county treasurer shall validate the
24 8 special plates plate in the same manner as a regular
24 9 registration plates are plate is validated under this section.
24 10 The surviving spouse of a person who was issued a special
24 11 plates plate under this subsection may continue to use or
24 12 apply for and use the special plates plate subject to
24 13 registration of the special plates plate in the surviving
24 14 spouse's name and upon payment of the annual registration fee.
24 15 If the surviving spouse remarries, the surviving spouse shall
24 16 return the special plates plate to the department and the
24 17 department shall issue a regular registration plates plate to
24 18 the surviving spouse.
24 19 16. NATIONAL GUARD SPECIAL PLATES PLATE. An owner
24 20 referred to in subsection 12 who is a member of the national
24 21 guard, as defined in chapter 29A, may, upon written
24 22 application to the department, order a special registration
24 23 plates plate with a national guard processed emblem with the
24 24 emblem designed by the department in cooperation with the
24 25 adjutant general which emblem signifies that the applicant is
24 26 a member of the national guard. The application shall be
24 27 approved by the department in consultation with the adjutant
24 28 general. Special A special registration plates plate with a
24 29 national guard processed emblem shall be surrendered, as
24 30 provided in subsection 12, in exchange for a regular
24 31 registration plates plate upon termination of the owner's
24 32 membership in the active national guard.
24 33 17. PEARL HARBOR SPECIAL PLATES PLATE. An owner referred
24 34 to in subsection 12 who was at Pearl Harbor, Hawaii, as a
24 35 member of the armed services of the United States on December
25 1 7, 1941, may, upon written application to the department,
25 2 order a special registration plates plate with a Pearl Harbor
25 3 processed emblem. The emblem shall be designed by the
25 4 department in consultation with service organizations. The
25 5 application is subject to approval by the department.
25 6 18. PURPLE HEART SPECIAL PLATES PLATE. An owner referred
25 7 to in subsection 12 who was awarded a purple heart medal by
25 8 the United States government for wounds received in military
25 9 or naval combat against an armed enemy of the United States
25 10 may, upon written application to the department and
25 11 presentation of satisfactory proof of the award of the purple
25 12 heart medal, order a special registration plates plate with a
25 13 purple heart processed emblem. The design of the emblem shall
25 14 include a representation of a purple heart medal and ribbon.
25 15 The application is subject to approval by the department in
25 16 consultation with the adjutant general.
25 17 19. UNITED STATES ARMED FORCES RETIRED SPECIAL PLATES. An
25 18 owner referred to in subsection 12 who is a retired member of
25 19 the United States armed forces may, upon written application
25 20 to the department and upon presentation of satisfactory proof
25 21 of membership, order a special registration plates plate with
25 22 a United States armed forces retired processed emblem. The
25 23 emblem emblems shall be designed by the department in
25 24 consultation with service organizations. The application is
25 25 subject to approval by the department. For purposes of this
25 26 subsection, a person is considered to be retired if the person
25 27 is recognized by the United States armed forces as retired
25 28 from the United States armed forces.
25 29 20. SILVER OR AND BRONZE STAR PLATES. An owner referred
25 30 to in subsection 12 who was awarded a silver or a bronze star
25 31 by the United States government, may, upon written application
25 32 to the department and presentation of satisfactory proof of
25 33 the award of the silver or bronze star, order a special
25 34 registration plates plate with a silver or bronze star
25 35 processed emblem. The emblem emblems shall be designed by the
26 1 department in consultation with the adjutant general.
26 2 21. IOWA HERITAGE SPECIAL PLATES PLATE.
26 3 a. An owner referred to in subsection 12 may, upon written
26 4 application to the department, order a special registration
26 5 plates plate with an Iowa heritage emblem. The emblem shall
26 6 contain a picture of the American gothic house and the words
26 7 "Iowa Heritage" and shall be designed by the department in
26 8 consultation with the state historical society of Iowa.
26 9 b. The special Iowa heritage fee for a letter number
26 10 designated plates plate is thirty=five dollars. The special
26 11 fee for a personalized Iowa heritage plates plate is twenty=
26 12 five dollars which shall be paid in addition to the special
26 13 fee of thirty=five dollars. The annual special Iowa heritage
26 14 fee is ten dollars for a letter number designated registration
26 15 plates plate and is fifteen dollars for a personalized
26 16 registration plates plate which shall be paid in addition to
26 17 the regular annual registration fee.
26 18 c. The special fees collected by the director under this
26 19 subsection shall be paid monthly to the treasurer of state and
26 20 credited to the road use tax fund. Notwithstanding section
26 21 423.43, and prior to the crediting of revenues to the road use
26 22 tax fund under section 423.43, subsection 1, paragraph "b",
26 23 the treasurer of state shall credit monthly to the Iowa
26 24 heritage fund created under section 303.9A the amount of the
26 25 special fees collected in the previous month for the Iowa
26 26 heritage plates.
26 27 22. EDUCATION PLATES PLATE.
26 28 a. An owner referred to in subsection 12, upon written
26 29 application to the department, may order a special
26 30 registration plates plate with an education emblem. The
26 31 education emblem shall be designed by the department in
26 32 cooperation with the department of education.
26 33 b. The special school transportation fee for a letter
26 34 number designated education plates plate is thirty=five
26 35 dollars. The fee for a personalized education plates plate is
27 1 twenty=five dollars, which shall be paid in addition to the
27 2 special school transportation fee of thirty=five dollars. The
27 3 annual special school transportation fee is ten dollars for a
27 4 letter number designated registration plates plate and is
27 5 fifteen dollars for a personalized registration plates plate
27 6 which shall be paid in addition to the regular annual
27 7 registration fee. The fees collected by the director under
27 8 this subsection shall be paid monthly to the treasurer of
27 9 state and credited to the road use tax fund. Notwithstanding
27 10 section 423.43, and prior to the crediting of revenues to the
27 11 road use tax fund under section 423.43, subsection 1,
27 12 paragraph "b", the treasurer of state shall transfer monthly
27 13 from those revenues to the school budget review committee in
27 14 accordance with section 257.31, subsection 17, the amount of
27 15 the special school transportation fees collected in the
27 16 previous month for the education plates.
27 17 23. BREAST CANCER AWARENESS PLATES PLATE.
27 18 a. Upon application and payment of the proper fees, the
27 19 director may issue a breast cancer awareness plates plate to
27 20 an owner of a motor vehicle referred to in subsection 12.
27 21 b. Breast cancer awareness plates shall contain an image
27 22 of a pink ribbon and shall be designed by the department in
27 23 consultation with the Susan G. Komen foundation.
27 24 c. The special fee for a letter number designated breast
27 25 cancer awareness plates plate is thirty=five dollars. The fee
27 26 for a personalized breast cancer awareness plates plate is
27 27 twenty=five dollars, which shall be paid in addition to the
27 28 special breast cancer awareness fee of thirty=five dollars.
27 29 The fees collected by the director under this subsection shall
27 30 be paid monthly to the treasurer of state and credited to the
27 31 road use tax fund. Notwithstanding section 423.43, and prior
27 32 to the crediting of revenues to the road use tax fund under
27 33 section 423.43, subsection 1, paragraph "b", the treasurer of
27 34 state shall transfer monthly from those revenues to the Iowa
27 35 department of public health the amount of the special fees
28 1 collected in the previous month for the breast cancer
28 2 awareness plates and such funds are appropriated to the Iowa
28 3 department of public health. The Iowa department of public
28 4 health shall distribute one hundred percent of the funds
28 5 received monthly in the form of grants to support breast
28 6 cancer screenings for both men and women who meet eligibility
28 7 requirements like those established by the Susan G. Komen
28 8 foundation. In the awarding of grants, the Iowa department of
28 9 public health shall give first consideration to affiliates of
28 10 the Susan G. Komen foundation and similar nonprofit
28 11 organizations providing for breast cancer screenings at no
28 12 cost in Iowa. Notwithstanding section 8.33, moneys
28 13 transferred under this subsection shall not revert to the
28 14 general fund of the state.
28 15 d. Upon receipt of the special registration plates plate,
28 16 the applicant shall surrender the current registration plates
28 17 plate to the county treasurer. The county treasurer shall
28 18 validate the special registration plates plate in the same
28 19 manner as a regular registration plates are plate is validated
28 20 under this section. The annual special breast cancer
28 21 awareness fee for a letter number designated plates plate is
28 22 ten dollars, which shall be paid in addition to the regular
28 23 annual registration fee. The annual special fee for a
28 24 personalized breast cancer awareness plates plate is five
28 25 dollars, which shall be paid in addition to the annual special
28 26 breast cancer awareness fee and the regular annual
28 27 registration fee. The annual special breast cancer awareness
28 28 fee shall be credited and transferred as provided under
28 29 paragraph "c".
28 30 Sec. 12. Section 321.37, Code 2005, is amended to read as
28 31 follows:
28 32 321.37 DISPLAY OF PLATES REGISTRATION PLATE.
28 33 1. Registration plates A registration plate issued for a
28 34 motor vehicle other than a motorcycle, motorized bicycle or a
28 35 truck tractor shall be attached to the rear of the motor
29 1 vehicle, one in the front and the other in the rear. The
29 2 registration plate issued for a motorcycle or other vehicle
29 3 required to be registered hereunder shall be attached to the
29 4 rear of the vehicle. The registration plate issued for a
29 5 truck tractor shall be attached to the front of the truck
29 6 tractor. The special plate issued to a dealer shall be
29 7 attached on the rear of the vehicle when operated on the
29 8 highways of this state.
29 9 2. Registration plates issued for a motor vehicle which is
29 10 model year 1948 or older, and reconstructed or specially
29 11 constructed vehicles built to resemble a model year 1948
29 12 vehicle or older, other than a truck registered for more than
29 13 five tons, motorcycle, or truck tractor, may display one
29 14 registration plate on the rear of the vehicle if the other
29 15 registration plate issued to the vehicle is carried in the
29 16 vehicle at all times when the vehicle is operated on a public
29 17 highway.
29 18 3. 2. It is unlawful for the owner of a vehicle to place
29 19 any frame around or over the registration plate which does not
29 20 permit full view of all numerals and letters printed on the
29 21 registration plate.
29 22 Sec. 13. Section 321.38, Code 2005, is amended to read as
29 23 follows:
29 24 321.38 PLATES, METHOD OF ATTACHING == IMITATIONS
29 25 PROHIBITED.
29 26 Every registration plate shall at all times be securely
29 27 fastened in a horizontal position to the vehicle for which it
29 28 is issued so as to prevent the plate from swinging and at a
29 29 height of not less than twelve inches from the ground,
29 30 measuring from the bottom of the plate, in a place and
29 31 position to be clearly visible and shall be maintained free
29 32 from foreign materials and in a condition to be clearly
29 33 legible. An imitation plate or plates imitating or purporting
29 34 to imitate the official registration plate of any other state
29 35 or territory of the United States or of any foreign government
30 1 shall not be fastened to the vehicle.
30 2 Sec. 14. Section 321.41, subsection 3, Code 2005, is
30 3 amended to read as follows:
30 4 3. A person who has registered a vehicle in a county,
30 5 other than the county designated on the vehicle registration
30 6 plate, may apply to the county treasurer where the vehicle is
30 7 registered for a new registration plates plate upon payment of
30 8 a fee of five dollars and the return of the former county
30 9 registration plates plate.
30 10 Sec. 15. Section 321.42, subsection 1, Code 2005, is
30 11 amended to read as follows:
30 12 1. If a registration card, or plate, or pair of plates is
30 13 lost or becomes illegible, the owner shall immediately apply
30 14 for replacement. The fee for a replacement registration card
30 15 shall be three dollars. The fee for a replacement plate or
30 16 pair of plates shall be five dollars. When the owner has
30 17 furnished information required by the department and paid the
30 18 proper fee, a duplicate, substitute, or new registration card,
30 19 or plate, or pair of plates may be issued.
30 20 Sec. 16. Section 321.46, subsection 7, Code 2005, is
30 21 amended to read as follows:
30 22 7. If a motor vehicle is leased and the lessee purchases
30 23 the vehicle upon termination of the lease, the lessor shall,
30 24 upon claim by the lessee with the lessor within fifteen days
30 25 of the purchase, assign the registration fee credit and
30 26 registration plates plate for the leased motor vehicle to the
30 27 lessee. Credit shall be applied as provided in subsection 3.
30 28 Sec. 17. Section 321.47, unnumbered paragraph 3, Code
30 29 2005, is amended to read as follows:
30 30 Whenever ownership of a vehicle is transferred under the
30 31 provisions of this section, the registration plates plate
30 32 shall be removed and forwarded to the county treasurer of the
30 33 county where the vehicle is registered or to the department if
30 34 the vehicle is owned by a nonresident. Upon transfer the
30 35 vehicle shall not be operated upon the highways of this state
31 1 until the person entitled to possession of the vehicle applies
31 2 for and obtains registration for the vehicle.
31 3 Sec. 18. Section 321.52, subsection 1, Code 2005, is
31 4 amended to read as follows:
31 5 1. When a vehicle is sold outside the state for purposes
31 6 other than for junk the owner, dealer or otherwise, shall
31 7 detach the registration plates plate and registration card and
31 8 shall indicate on the reverse side of such the registration
31 9 card the name and address of the foreign purchaser or
31 10 transferee over the person's signature. The Unless the
31 11 registration plate is properly attached to another vehicle,
31 12 the owner shall surrender the registration plates plate and
31 13 registration card to the county treasurer, unless the
31 14 registration plates are properly attached to another vehicle,
31 15 who shall cancel the records and shall destroy the
31 16 registration plates plate and forward the registration card to
31 17 the department. The department shall make a notation on the
31 18 records of the out=of=state sale, and, after a reasonable
31 19 period, may destroy the files to that particular vehicle. The
31 20 department is not authorized to make a refund of license
31 21 registration fees on a vehicle sold out of state unless it
31 22 receives the registration card completed as provided in this
31 23 section.
31 24 Sec. 19. Section 321.52, subsection 3, unnumbered
31 25 paragraph 1, Code 2005, is amended to read as follows:
31 26 When a vehicle for which a certificate of title is issued
31 27 is junked or dismantled by the owner, the owner shall detach
31 28 the registration plates plate and surrender the plates plate
31 29 to the county treasurer, unless the plates are plate is
31 30 properly assigned to another vehicle. The owner shall also
31 31 surrender the certificate of title to the county treasurer.
31 32 Upon surrendering the certificate of title and application for
31 33 junking certificate, the county treasurer shall issue to the
31 34 person, without fee, a junking certificate, which shall
31 35 authorize the holder to possess, transport or transfer
32 1 ownership of the junked vehicle by endorsement of the junking
32 2 certificate. The county treasurer shall hold the surrendered
32 3 certificate of title, registration receipt, application for
32 4 junking certificate, and, if applicable, the registration
32 5 plates plate for a period of fourteen days following the
32 6 issuance of a junking certificate under this subsection.
32 7 Within the fourteen=day period the person who was issued the
32 8 junking certificate and to whom the vehicle was titled or
32 9 assigned may surrender to the county treasurer the junking
32 10 certificate, and upon the person's payment of appropriate fees
32 11 and taxes and payment of any credit for registration fees
32 12 received by the person for the vehicle under section 321.46,
32 13 subsection 3, the county treasurer shall issue to the person a
32 14 certificate of title for the vehicle. After the expiration of
32 15 the fourteen=day period, a county treasurer shall not issue a
32 16 certificate of title for a junked vehicle for which a junking
32 17 certificate is issued. The county treasurer shall cancel the
32 18 record of the vehicle and forward the certificate of title to
32 19 the department.
32 20 Sec. 20. Section 321.57, subsection 3, Code 2005, is
32 21 amended to read as follows:
32 22 3. Also a transporter may operate or move any vehicle of
32 23 like type upon the highways solely for the purpose of delivery
32 24 upon likewise displaying thereon on the vehicle a like plates
32 25 plate issued to the transporter as provided in these sections.
32 26 Sec. 21. Section 321.89, subsection 1, paragraph a,
32 27 subparagraph (1), Code 2005, is amended to read as follows:
32 28 (1) A vehicle that has been left unattended on public
32 29 property for more than twenty=four hours and lacks a current
32 30 registration plates plate or two or more wheels or other parts
32 31 which renders the vehicle totally inoperable.
32 32 Sec. 22. Section 321.96, Code 2005, is amended to read as
32 33 follows:
32 34 321.96 PROHIBITED PLATES == CERTIFICATES.
32 35 A person shall not display or cause or permit to be
33 1 displayed, or have in the person's possession, a vehicle
33 2 identification number or component part number except as
33 3 provided in this chapter, or a canceled, revoked, altered, or
33 4 fictitious registration number plates plate, registration
33 5 receipt, or certificate of title, as the same are respectively
33 6 provided for in this chapter.
33 7 Sec. 23. Section 321.98, Code 2005, is amended to read as
33 8 follows:
33 9 321.98 OPERATION WITHOUT REGISTRATION.
33 10 A person shall not operate, and an owner shall not
33 11 knowingly permit to be operated upon any highway any vehicle
33 12 required to be registered and titled hereunder pursuant to
33 13 this chapter unless there shall be is attached thereto to and
33 14 displayed thereon when and on the vehicle as required by this
33 15 chapter a valid registration card and registration plate or
33 16 plates issued therefore for the vehicle for the current
33 17 registration year and unless a certificate of title has been
33 18 issued for such the vehicle except as otherwise expressly
33 19 permitted in this chapter. Any violation of this section is a
33 20 simple misdemeanor punishable as a scheduled violation under
33 21 section 805.8A, subsection 2, paragraph "b".
33 22 Sec. 24. Section 321.101A, Code 2005, is amended to read
33 23 as follows:
33 24 321.101A REVOCATION OF REGISTRATION BY COUNTY TREASURER.
33 25 The county treasurer may revoke the registration and
33 26 registration plates plate of a vehicle if the registration
33 27 fees are paid by check and the check is not honored by the
33 28 payer's financial institution upon reasonable notice and
33 29 demand. The owner of the vehicle or person in possession of
33 30 the registration and registration plates plate for the vehicle
33 31 shall immediately return the revoked registration and
33 32 registration plates plate to the appropriate county
33 33 treasurer's office.
33 34 Sec. 25. Section 321.103, Code 2005, is amended to read as
33 35 follows:
34 1 321.103 OWNER TO RETURN EVIDENCES OF REGISTRATION AND
34 2 TITLE.
34 3 Whenever If the department as authorized hereunder under
34 4 this chapter cancels, suspends, or revokes the registration of
34 5 a vehicle, or certificate of title, or registration card, or
34 6 registration plate or plates, or any nonresident or other
34 7 permit or the registration of any dealer, the owner or person
34 8 in possession of the same shall immediately return the
34 9 evidences of registration, certificate of title, or plates
34 10 plate so canceled, suspended, or revoked to the department.
34 11 Sec. 26. Section 321.104, subsection 3, Code 2005, is
34 12 amended to read as follows:
34 13 3. To fail to surrender a certificate of title,
34 14 registration card, or registration plates plate upon
34 15 cancellation, suspension, or revocation of the certificate or
34 16 registration by the department and notice as prescribed in
34 17 this chapter.
34 18 Sec. 27. Section 321.105, unnumbered paragraph 2, Code
34 19 2005, is amended to read as follows:
34 20 The registration fee shall be paid to the county treasurer
34 21 at the same time the application is made for the registration
34 22 or reregistration of the motor vehicle or trailer. An owner
34 23 may, when applying for registration or reregistration of a
34 24 motor vehicle or trailer, request that the plates plate be
34 25 mailed to the owner's post=office address. The owner's
34 26 request shall be accompanied by a mailing fee as determined
34 27 annually by the director in consultation with the Iowa county
34 28 treasurers association.
34 29 Sec. 28. Section 321.109, subsection 1, unnumbered
34 30 paragraph 1, Code 2005, is amended to read as follows:
34 31 The annual fee for all motor vehicles including vehicles
34 32 designated by manufacturers as station wagons, and 1993 and
34 33 subsequent model years for multipurpose vehicles, except motor
34 34 trucks, motor homes, ambulances, hearses, motorcycles, motor
34 35 bicycles, and 1992 and older model years for multipurpose
35 1 vehicles, shall be equal to one percent of the value as fixed
35 2 by the department plus forty cents for each one hundred pounds
35 3 or fraction thereof of weight of vehicle, as fixed by the
35 4 department. The weight of a motor vehicle, fixed by the
35 5 department for registration purposes, shall include the weight
35 6 of a battery, heater, bumpers, spare tire, and wheel.
35 7 Provided, however, that for any A nonresident who purchases a
35 8 new vehicle purchased in this state by a nonresident for
35 9 removal to the nonresident's state of residence the purchaser
35 10 may make application to the county treasurer in the county of
35 11 purchase for a transit plate for which a fee of ten dollars
35 12 shall be paid. And provided, however, that for any A
35 13 nonresident who purchases a used vehicle which is held by a
35 14 registered dealer and not currently registered in this state,
35 15 or for any a vehicle which is held by an individual and
35 16 currently registered in this state, when purchased in this
35 17 state by a nonresident for removal to the nonresident's state
35 18 of residence, the purchaser may make application to the county
35 19 treasurer in the county of purchase for a transit plate for
35 20 which a fee of three dollars shall be paid. The county
35 21 treasurer shall issue a nontransferable certificate of
35 22 registration for which no a refund shall not be allowed; and
35 23 the transit plates plate shall be void thirty days after
35 24 issuance. Such purchaser may apply for a certificate of title
35 25 by surrendering the manufacturer's or importer's certificate
35 26 or certificate of title, duly assigned as provided in this
35 27 chapter. In this event, the treasurer in the county of
35 28 purchase shall, when satisfied with the genuineness and
35 29 regularity of the application, and upon payment of a fee of
35 30 ten dollars, issue a certificate of title in the name and
35 31 address of the nonresident purchaser delivering the same to
35 32 the person entitled to the title as provided in this chapter.
35 33 The application requirements of section 321.20 apply to a
35 34 title issued as provided in this subsection, except that a
35 35 natural person who applies for a certificate of title shall
36 1 provide either the person's social security number, passport
36 2 number, or driver's license number, whether the license was
36 3 issued by this state, another state, or another country. The
36 4 provisions of this subsection relating to multipurpose
36 5 vehicles are effective January 1, 1993, for all 1993 and
36 6 subsequent model years. The annual registration fee for
36 7 multipurpose vehicles that are 1992 model years and older
36 8 shall be in accordance with section 321.124.
36 9 Sec. 29. Section 321.126, subsections 1, 3, and 4, Code
36 10 2005, are amended to read as follows:
36 11 1. If the motor vehicle is destroyed by fire or accident,
36 12 or junked and its identity as a motor vehicle entirely
36 13 eliminated, the owner in whose name the motor vehicle was
36 14 registered at the time of destruction or dismantling shall
36 15 return the plates plate to the department and within thirty
36 16 days thereafter make a statement of such the destruction or
36 17 dismantling and make claim for refund. With reference to the
36 18 destruction or dismantling of a vehicle, no a refund shall not
36 19 be allowed unless a junking certificate has been issued, as
36 20 provided in section 321.52.
36 21 3. If the motor vehicle is placed in storage by the owner
36 22 upon the owner's entry into the military service of the United
36 23 States, the owner shall return the plates plate to the county
36 24 treasurer or the department and make a statement regarding the
36 25 storage and military service and make claim for refund.
36 26 Whenever the owner of a motor vehicle so placed in storage
36 27 desires to again register the vehicle, the county treasurer or
36 28 department shall compute and collect the fees for registration
36 29 for the registration year commencing in the month the vehicle
36 30 is removed from storage.
36 31 4. If the motor vehicle is registered by the county
36 32 treasurer during the current registration year and the owner
36 33 or lessee registers the vehicle for proportional registration
36 34 under chapter 326, the owner of the registered vehicle shall
36 35 surrender the registration plates plate to the county
37 1 treasurer and may file a claim for refund. In lieu of a
37 2 refund, a credit for the registration fees paid to the county
37 3 treasurer may be applied by the department to the owner or
37 4 lessee's proportional registration fees upon the surrender of
37 5 the county plates plate and registration.
37 6 Sec. 30. Section 321.134, subsection 1, Code 2005, is
37 7 amended to read as follows:
37 8 1. On the first day of the second month following the
37 9 beginning of each registration year a penalty of five percent
37 10 of the annual registration fee shall be added to the
37 11 registration fees not paid by that date and an additional
37 12 penalty of five percent shall be added the first day of each
37 13 succeeding month, until the fee is paid. A penalty shall not
37 14 be less than five dollars. If the owner of a vehicle
37 15 surrenders the registration plates plate for a vehicle prior
37 16 to the plates plate becoming delinquent, to the county
37 17 treasurer of the county where the vehicle is registered, or to
37 18 the department if the vehicle is registered under chapter 326,
37 19 the owner may register the vehicle any time thereafter upon
37 20 payment of the registration fee for the registration year
37 21 without penalty. The penalty on vehicles registered under
37 22 chapter 326 shall accrue February 1 of each year. To avoid a
37 23 penalty or an additional penalty in the case of a delinquent
37 24 registration, if the last calendar day of a month falls on
37 25 Saturday, Sunday, or a holiday, the payment deadline is
37 26 extended to include the first business day of the following
37 27 month. For payments made through a county treasurer's
37 28 authorized website only, if the last day of the month falls on
37 29 a Saturday, Sunday, or a holiday, the electronic payment must
37 30 be initiated by midnight on the first business day of the next
37 31 month. All other electronic payments must be initiated by
37 32 midnight on the last day of the month preceding the delinquent
37 33 date.
37 34 Sec. 31. Section 321.166, subsections 2, 6, and 8, Code
37 35 2005, are amended to read as follows:
38 1 2. Every registration plate or pair of plates shall
38 2 display a registration plate number which shall consist of
38 3 alphabetical or numerical characters or a combination thereof
38 4 and the name of this state, which may be abbreviated. Every
38 5 registration plate issued by the county treasurer shall
38 6 display the name of the county, including any plate issued
38 7 pursuant to section 321.34, except Pearl Harbor and purple
38 8 heart registration plates issued prior to January 1, 1997, and
38 9 collegiate, fire fighter, and congressional medal of honor
38 10 registration plates. Special truck registration plates shall
38 11 display the word "special".
38 12 6. Registration plates A registration plate issued to a
38 13 disabled veteran under the provisions of section 321.105 shall
38 14 display the alphabetical characters "DV" which shall precede
38 15 the registration plate number. The plates plate may also
38 16 display a persons with disabilities parking sticker if issued
38 17 to the disabled veteran by the department under section
38 18 321L.2.
38 19 8. The owner of a trailer with an empty weight of two
38 20 thousand pounds or less shall receive a registration plates
38 21 plate for the trailer smaller than plates regularly issued for
38 22 automobiles pursuant to rules adopted by the department in
38 23 accordance with this section unless the owner requests a
38 24 regular=sized plates plate.
38 25 Sec. 32. Section 321.388, Code 2005, is amended to read as
38 26 follows:
38 27 321.388 ILLUMINATING PLATES.
38 28 Either the rear lamp or a separate lamp on a vehicle shall
38 29 be so constructed and placed as to illuminate with a white
38 30 light the rear registration plate and render it clearly
38 31 legible from a distance of fifty feet to the rear. When the
38 32 rear registration plate is illuminated by an electric lamp
38 33 other than the required rear lamp, the two lamps shall be
38 34 turned on or off only by the same control switch at all times
38 35 when head lamps are lighted.
39 1 Sec. 33. Section 321J.4B, subsection 5, paragraph f,
39 2 unnumbered paragraph 1, Code 2005, is amended to read as
39 3 follows:
39 4 If the vehicle subject to the court order is not in the
39 5 custody of a law enforcement agency, the person or agency
39 6 designated in the order as the person or agency responsible
39 7 for executing the order shall, upon receipt of the order,
39 8 promptly locate the vehicle specified in the order, seize the
39 9 motor vehicle and the license plates registration plate, and
39 10 send or deliver the vehicle's license plates registration
39 11 plate to the department.
39 12 Sec. 34. Section 321J.4B, subsection 7, Code 2005, is
39 13 amended to read as follows:
39 14 7. a. Upon receipt of a notice of conviction of the
39 15 defendant for a violation of subsection 2, the impounding
39 16 authority shall seize the motor vehicle's license plates
39 17 registration plate and registration, and shall send or deliver
39 18 them to the department.
39 19 b. The department shall destroy license plates a
39 20 registration plate received under this section and shall not
39 21 authorize the release of the vehicle or the issuance of a new
39 22 license plates registration plate for the vehicle until the
39 23 period of impoundment or immobilization has expired, and the
39 24 fee and costs assessed under subsection 10 have been paid.
39 25 The fee for issuance of a new license plates registration
39 26 plate and certificates certificate of registration shall be
39 27 the same as for the replacement of a lost, mutilated, or
39 28 destroyed license plates registration plate and certificates
39 29 certificate of registration.
39 30 Sec. 35. Section 321L.2, subsection 1, paragraph a,
39 31 subparagraphs (1) and (2), Code 2005, are amended to read as
39 32 follows:
39 33 (1) Persons with disabilities registration plates plate.
39 34 An applicant may order a persons with disabilities
39 35 registration plates plate pursuant to section 321.34. An
40 1 applicant may order a persons with disabilities registration
40 2 plate for a trailer used to transport a wheelchair pursuant to
40 3 section 321.34 in addition to a persons with disabilities
40 4 registration plates plate ordered by the applicant for a motor
40 5 vehicle used to tow such a trailer pursuant to section 321.34.
40 6 (2) Persons with disabilities parking sticker. An
40 7 applicant who owns a motor vehicle for which the applicant has
40 8 been issued a registration plates plate under section 321.34
40 9 or a registration plates plate as a seriously disabled veteran
40 10 under section 321.105 may apply to the department for a
40 11 persons with disabilities parking sticker to be affixed to the
40 12 plates plate. The persons with disabilities parking stickers
40 13 shall bear the international symbol of accessibility.
40 14 Sec. 36. Section 321L.2A, subsection 1, paragraph e, Code
40 15 2005, is amended to read as follows:
40 16 e. The person carries in the motor vehicle a copy of the
40 17 statement from a physician, physician's assistant, advanced
40 18 registered nurse practitioner, or chiropractor which
40 19 accompanied the person's application for a persons with
40 20 disabilities registration plates plate under section 321.34 or
40 21 other persons with disabilities parking permit under section
40 22 321L.2 and which indicates the person is permanently unable to
40 23 walk. The person shall show the copy of the statement to any
40 24 peace officer upon request.
40 25 Sec. 37. CODE EDITOR DIRECTIVE. The Code editor shall
40 26 change any other Code section which refers to the issuance of
40 27 two rather than one motor vehicle registration plate, when
40 28 there appears to be no doubt as to the proper method of making
40 29 the corrections and the changes do not appear to require
40 30 substantial editing.
40 31 Sec. 38. TRANSITION PROVISIONS. The transition from the
40 32 use of motor vehicle registration plates on both the front and
40 33 rear of certain vehicles to the use of such plates on only the
40 34 rear of certain vehicles, as directed by this Act, shall be
40 35 accomplished in stages. A person applying for a new or
41 1 replacement registration plate on or after the effective date
41 2 of this Act shall receive only one registration plate.
41 3 Otherwise, the transition shall not be accomplished until a
41 4 new series of registration plates is issued to replace a

41 7 EXPLANATION
41 8 This bill amends Code section 321.37, relating to the
41 9 display of motor vehicle registration plates, to provide that
41 10 only one registration plate shall be issued for a motor
41 11 vehicle. The registration plate is to be attached to the rear
41 12 of the motor vehicle, except that the registration plate for a
41 13 truck tractor is to be attached to the front of the truck
41 14 tractor. Currently, two registration plates are issued for a
41 15 motor vehicle other than a motorcycle, motorized bicycle, or
41 16 truck tractor, to be attached to the front and rear of the
41 17 vehicle. An exception allows certain antique vehicles to
41 18 display only one registration plate on the rear of the
41 19 vehicle, but requires the other registration plate to be
41 20 carried in the vehicle.
41 21 The bill also makes numerous corresponding Code language
41 22 changes, makes some Code language changes to enhance
41 23 readability, and provides for the transition from the use of
41 24 two registration plates to the use of one registration plate.
