1 An Act concerning the awarding of cash prizes for participation
2 in a card or parlor game or tournament conducted by an
3 organization primarily representing veterans.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 99B.7, subsection 1, paragraph d,
1 2 unnumbered paragraph 1, Code Supplement 2005, is amended to
1 3 read as follows:
1 4 Cash prizes shall not be awarded in games other than bingo
1 5 and raffles except as otherwise provided in this paragraph
1 6 "d". The value of a prize shall not exceed ten thousand
1 7 dollars and merchandise prizes shall not be repurchased. If a
1 8 prize consists of more than one item, unit, or part, the
1 9 aggregate value of all items, units, or parts shall not exceed
1 10 ten thousand dollars. However, one raffle may be conducted
1 11 per calendar year at which real property or one or more
1 12 merchandise prizes having a combined value of more than ten
1 13 thousand dollars may be awarded or cash prizes of up to a
1 14 total of two hundred thousand dollars may be awarded.
1 15 Sec. 2. Section 99B.7, subsection 1, paragraph d, Code
1 16 Supplement 2005, is amended by adding the following new
1 17 unnumbered paragraph:
1 18 NEW UNNUMBERED PARAGRAPH. If the qualified organization
1 19 conducting games under this section primarily represents
1 20 veterans, then a participant in a card or parlor game or
1 21 tournament conducted by the organization may win a cash prize
1 22 so long as no participant in the game or tournament loses more
1 23 than a total of fifty dollars or other consideration
1 24 equivalent thereto or wins more than a total of two hundred
1 25 dollars or other consideration equivalent thereto in one or
1 26 more games or activities permitted by this section during any
1 27 period of twenty=four consecutive hours.
1 28 EXPLANATION
1 29 This bill concerns card or parlor games conducted by
1 30 qualified nonprofit organizations that primarily represent
1 31 veterans. The bill provides an exception for these
1 32 organizations to the general provision prohibiting the
1 33 awarding of cash prizes for social games other than bingo and
1 34 raffles. The bill provides that a participant in a card or
1 35 parlor game or tournament conducted by an organization
2 1 representing veterans may lose no more than $50 or win no more
2 2 than $200 from such a game or tournament in a 24=hour period.
