2 holding a license or certification to teach issued by another
3 state.

1 1 Section 1. Section 272.8, unnumbered paragraph 1, Code
1 2 2005, is amended to read as follows:
1 3 The board may issue a license to an applicant from another
1 4 state or country if the applicant files evidence of the
1 5 possession of the required or equivalent requirements with the
1 6 board. The board shall authorize a person who holds a valid
1 7 teaching license or certificate from a state contiguous to
1 8 Iowa to be employed as a substitute teacher by a school
1 9 district or accredited nonpublic school in this state for not
1 10 more than forty instructional days in a school year if the
1 11 school district or accredited nonpublic school is located
1 12 within thirty miles of the other state's border. The
1 13 executive director of the board may, subject to board
1 14 approval, enter into reciprocity agreements with another state
1 15 or country for the licensing of practitioners on an equitable
1 16 basis of mutual exchange, when the action is in conformity
1 17 with law.
1 18 EXPLANATION
1 19 This bill directs the board of educational examiners to
1 20 authorize a person who is licensed or certified to teach in a
1 21 border state to be employed as a substitute teacher for not
1 22 more than 40 instructional days per school year if the school
1 23 district or accredited nonpublic school employing the person
1 24 is located within 30 miles of the other state's border.
