                                      A BILL FOR

  1 An Act making a supplemental appropriation for the fiscal year
  2    beginning July 1, 2005, for purposes of the restoration of
  3    Gilchrist hall at the university of northern Iowa and
  4    providing an effective date.
  5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  2005 Iowa Acts, chapter 169, section 12,
  1  2 subsection 4, is amended by adding the following new
  1  3 paragraph:
  1  4    NEW PARAGRAPH.  c.  Gilchrist hall
  1  5    For repair and restoration of Gilchrist hall:
  1  6 .................................................. $  2,000,000
  1  7    Notwithstanding section 8.33, funds appropriated for
  1  8 purposes of this lettered paragraph remaining unencumbered or
  1  9 unobligated at the end of the fiscal year shall not revert but
  1 10 shall be available for expenditure for the purposes specified
  1 11 in this lettered paragraph during the subsequent fiscal year
  1 12 or until the project for which the appropriation was made is
  1 13 complete, whichever is earlier.
  1 14    Sec. 2  EFFECTIVE DATE.  This Act, being deemed of
  1 15 immediate importance, takes effect upon enactment.
  1 16                           EXPLANATION
  1 17    This bill provides a supplemental appropriation from the
  1 18 general fund of the state to the state board of regents for FY
  1 19 2005=2006 for the repair and restoration of Gilchrist hall at
  1 20 the university of northern Iowa.
