  1  1    Section 1.  SUPPLEMENTAL APPROPRIATION == SOIL AND WATER
  1  2 CONSERVATION DISTRICTS.  There is appropriated from the
  1  3 general fund of the state to the department of agriculture and
  1  4 land stewardship for the fiscal year beginning July 1, 2005,
  1  5 and ending June 30, 2006, the following amount, or so much
  1  6 thereof as is necessary, to be used for the purposes
  1  7 designated:
  1  8    For purposes of reimbursing commissioners of soil and water
  1  9 conservation districts for administrative expenses, including
  1 10 but not limited to travel expenses, technical training, and
  1 11 professional dues:
  1 12 .................................................. $    150,000
  1 13    Sec. 2.  DEPARTMENT == PAYMENT OF REIMBURSEMENT MONEYS.
  1 14 The department of agriculture and land stewardship shall
  1 15 reimburse commissioners of soil and water conservation
  1 16 districts the amount appropriated pursuant to section 1 of
  1 17 this Act within ten days after the effective date of this Act.
  1 18    Sec. 3.  REPORTING.  A soil and water conservation district
  1 19 receiving moneys from the appropriation provided pursuant to
  1 20 section 1 of this Act shall submit a report to the soil
  1 21 conservation division of the department of agriculture and
  1 22 land stewardship by January 1, 2007, accounting for moneys
  1 23 which have been expended or unexpended or which have been
  1 24 obligated or encumbered.  The report shall state how the
  1 25 moneys were used.
  1 26    Sec. 4.  EFFECTIVE DATE.  This Act, being deemed of
  1 27 immediate importance, takes effect upon enactment.
  1 28                           EXPLANATION
  1 29    During the 2005 Legislative Session, the general assembly
  1 30 enacted three bills with provisions appropriating moneys for
  1 31 the purpose of reimbursing commissioners of soil and water
  1 32 conservation districts for administrative expenses.  Senate
  1 33 File 71 (2005 Iowa Acts, ch. 162) was a supplemental
  1 34 appropriation for FY 2004=2005 which required the department
  1 35 of agriculture and land stewardship to use $250,000 from the
  2  1 environment first fund (Code section 8.57A) in order to
  2  2 reimburse the commissioners for their administrative expenses.
  2  3 House File 808 (2005 Iowa Acts, ch. 172) in part appropriated
  2  4 $250,000 to the department for FY 2005=2006 for the same
  2  5 purpose.  However, H.F. 882 (2005 Iowa Acts, ch. 179) reduced
  2  6 that amount by $50,000.
  2  7    This bill provides a supplemental appropriation of $150,000
  2  8 from the general fund to the department for FY 2005=2006 in
  2  9 order to reimburse the commissioners for their administrative
  2 10 expenses.  The bill contains language similar to the
  2 11 provisions contained in S.F. 71 requiring that the department
  2 12 reimburse the commissioners within 10 days after the Act's
  2 13 effective date.  It contains language similar to S.F. 71 and
  2 14 H.F. 808 requiring that a soil and water conservation district
  2 15 submit a report to the department accounting for the
  2 16 appropriated moneys.  The bill provides that the report must
  2 17 be submitted by January 1, 2007.
  2 18    Like S.F. 71, the bill takes effect upon enactment.
