  1  1    Section 1.  Section 483A.24, subsection 2, paragraph a,
  1  2 subparagraph (3), Code 2005, is amended by adding the
  1  3 following new subparagraph subdivision:
  1  4    NEW SUBPARAGRAPH SUBDIVISION.  (f)  Rents the entire farm
  1  5 unit to a tenant who is responsible for all farm operations.
  1  6    Sec. 2.  Section 483A.24, subsection 2, paragraph a,
  1  7 subparagraph (3), unnumbered paragraph 2, Code 2005, is
  1  8 amended to read as follows:
  1  9    An "owner" does not mean a person who owns a farm unit and
  1 10 who employs a farm manager or third party to operate the farm
  1 11 unit, or a person who owns a farm unit and who rents the
  1 12 entire farm unit to a tenant who is responsible for all farm
  1 13 operations.  However, this paragraph does not apply to an
  1 14 owner who is a parent of the tenant and who resides in this
  1 15 state.
  1 16                           EXPLANATION
  1 17    This bill allows the owner of a farm unit who is a resident
  1 18 of Iowa and who rents the entire farm unit to a tenant who is
  1 19 responsible for all farm operations, to hunt, fish, and trap
  1 20 upon the farm unit without a license and to obtain special
  1 21 free licenses to hunt wild turkey and deer upon the farm unit.
  1 22    Currently, the owner of a farm unit who rents the entire
  1 23 farm unit to a tenant is not entitled to such privileges
  1 24 unless the tenant is the child of the owner.
  1 25    For the purposes of this provision, a "farm unit" means all
  1 26 parcels of land, not necessarily contiguous, which are
  1 27 operated as a unit for agricultural purposes and which are
  1 28 under the lawful control of the owner or tenant.
