1 An Act restricting the idling of school buses on school grounds.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 285.8, subsection 6, paragraph a, Code
1 2 2005, is amended to read as follows:
1 3 a. For the efficient operation and maintenance of school
1 4 transportation equipment and for the protection of the health
1 5 and safety of children transported. The department shall
1 6 provide school districts with policy guidelines outlining best
1 7 practices to be followed by bus drivers in order to limit the
1 8 idling of buses on or near school grounds and the exposure of
1 9 pupils and drivers to diesel exhaust.
1 10 Sec. 2. Section 285.10, subsection 2, Code 2005, is
1 11 amended to read as follows:
1 12 2. Establish, maintain, and operate bus routes for the
1 13 transportation of pupils so as to provide for the economical
1 14 and efficient operation thereof without duplication of
1 15 facilities, and to properly safeguard the health and safety of
1 16 the pupils transported. The board shall adopt a bus idling
1 17 policy for school bus drivers, based on recommendations from
1 18 the department, in order to minimize the amount of time that
1 19 buses idle on or near school grounds.
1 20 EXPLANATION
1 21 This bill requires local school boards to adopt a bus
1 22 idling policy for school bus drivers in order to minimize the
1 23 idling of buses on or near school grounds. The department of
1 24 education is to provide school districts with policy
1 25 guidelines that outline best practices to be followed in order
1 26 to limit the idling of buses and the associated exposure of
1 27 pupils and drivers to diesel exhaust.
