1 An Act relating to health care by providing for increased health
2 care access, developing a lay health workers network, and
3 providing appropriations.

1 1 Section 1. Section 135.11, Code 2005, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 16A. Establish a lay health workers
1 4 network to supplement the work of the public health nursing
1 5 program. The network shall utilize individuals who live in
1 6 and reflect the ethnic, cultural, and socioeconomic
1 7 characteristics of the communities in which they serve to
1 8 provide home visits and case management with the oversight of
1 9 nurses and social workers.
1 10 Sec. 2. LAY HEALTH WORKERS NETWORK == APPROPRIATION.
1 11 There is appropriated from the general fund of the state to
1 12 the Iowa department of public health for the fiscal year
1 13 beginning July 1, 2005, and ending June 30, 2006, the
1 14 following amount, or so much thereof as is necessary, to
1 15 provide grant funding for the lay health workers network as
1 16 provided in section 135.11, subsection 16A, as enacted in this
1 17 Act:

1 19 The grant funding provided under this section shall not
1 20 require matching funding by the organization contracting to
1 21 deliver services.
1 22 Sec. 3. COMMUNITY HEALTH CENTERS == INCUBATION PROGRAM
1 23 FUNDING.
1 24 1. There is appropriated from the general fund of the
1 25 state for the indicated fiscal year of the fiscal period
1 26 beginning July 1, 2005, and ending June 30, 2010, the
1 27 following amounts, or so much thereof as is necessary, to
1 28 support the incubation grant program for community health
1 29 centers as defined in 42 U.S.C. } 254c:
1 30 FY 2005=2006 ..................................... $ 1,950,000
1 31 FY 2006=2007 ..................................... $ 2,700,000
1 32 FY 2007=2008 ..................................... $ 3,250,000
1 33 FY 2008=2009 ..................................... $ 3,250,000
1 34 FY 2009=2010 ..................................... $ 3,250,000
1 35 2. The moneys appropriated in this section shall be used
2 1 to fund incubation program grants to allow new community
2 2 health centers to begin operation in each year of the five=
2 3 year period. Communities that receive a total score greater
2 4 than eighty=five based upon the evaluation criteria of the
2 5 health resources and services administration, bureau of
2 6 primary health care of the United States department of health
2 7 and human services' new access point grants may be eligible
2 8 for grants under this section.
2 9 Sec. 4. COMMUNITY HEALTH CENTERS == DIRECT SERVICES
2 10 FUNDING.
2 11 1. There is appropriated from the general fund of the
2 12 state for the indicated fiscal year of the fiscal period
2 13 beginning July 1, 2005, and ending June 30, 2010, the
2 14 following amounts, or so much thereof as is necessary, to
2 15 support the direct services funds program for community health
2 16 centers as defined in 42 U.S.C. } 254c:
2 17 FY 2005=2006...................................... $ 650,000
2 18 FY 2006=2007...................................... $ 650,000
2 19 FY 2007=2008...................................... $ 650,000
2 20 FY 2008=2009...................................... $ 650,000
2 21 FY 2009=1010...................................... $ 650,000
2 22 2. The moneys appropriated in this section shall be used
2 23 to provide direct services funding for existing community
2 24 health centers throughout the state.
2 25 Sec. 5. RURAL HEALTH CLINICS == DIRECT SERVICES FUNDING.
2 26 There is appropriated from the general fund of the state for
2 27 the indicated fiscal year of the fiscal period beginning July
2 28 1, 2005, and ending June 30, 2010, the following amounts, or
2 29 so much thereof as is necessary, to support the direct
2 30 services funds program for rural health centers as defined
2 31 under the federal Rural Health Clinic Service Act of 1977,
2 32 Pub. L. No. 95=210:
2 33 FY 2005-2006...................................... $ 450,000
2 34 FY 2006=2007...................................... $ 450,000
2 35 FY 2007=2008...................................... $ 450,000
3 1 FY 2008=2009...................................... $ 450,000
3 2 FY 2009=2010...................................... $ 450,000
3 3 The moneys appropriated in this section shall be used to
3 4 provide direct services funding for existing rural health
3 5 clinics throughout the state.
3 6 Sec. 6. FREE CLINICS == DIRECT SERVICES FUNDING. There is
3 7 appropriated from the general fund of the state for the
3 8 indicated fiscal year of the fiscal period beginning July 1,
3 9 2005, and ending June 30, 2010, the following amounts, or so
3 10 much thereof as is necessary, to support the direct services
3 11 funds program for free clinics as defined in section 135.24,
3 12 subsection 6:
3 13 FY 2005=2006...................................... $ 500,000
3 14 FY 2006=2007...................................... $ 500,000
3 15 FY 2007=2008...................................... $ 500,000
3 16 FY 2008=2009...................................... $ 500,000
3 17 FY 2009=2010...................................... $ 500,000
3 18 The moneys appropriated in this section shall be used to
3 19 provide direct services funding for existing free clinics
3 20 throughout the state.
3 21 Sec. 7. RULES FOR ALLOCATION OF FUNDING == COMMUNITY
3 22 HEALTH CENTERS INCUBATION GRANT PROGRAM AND DIRECT SERVICES
3 23 FUNDS PROGRAMS FOR COMMUNITY HEALTH CENTERS, RURAL HEALTH
3 24 CLINICS, AND FREE CLINICS. The Iowa department of public
3 25 health, in consultation with the Iowa=Nebraska primary care
3 26 association regarding federally qualified health center look=
3 27 alikes and the Iowa hospital association regarding rural
3 28 health clinics, and the Iowa association of free clinics
3 29 regarding free clinics, shall adopt rules for the allocation
3 30 of the moneys appropriated for the community health centers
3 31 incubation grant program and the community health centers,
3 32 rural health clinics, and free clinics direct services funds
3 33 programs created under this Act.
3 34 EXPLANATION
3 35 This bill relates to health care access and the creation of
4 1 a lay health workers network.
4 2 The bill directs the Iowa department of public health to
4 3 establish a lay health workers network to utilize individuals
4 4 who live in and reflect the ethnic, cultural, and
4 5 socioeconomic characteristics of the communities in which they
4 6 serve to provide home visits and case management with the
4 7 oversight of nurses and social workers to supplement the work
4 8 of the public health nursing program. The bill also
4 9 appropriates $1 million for FY 2005=2006 for the purposes of
4 10 the network. The moneys are to be distributed by a grant
4 11 process.
4 12 The bill establishes an incubation grant program and a
4 13 direct services funds program for community health centers.
4 14 The bill also establishes a direct services funds program for
4 15 rural health clinics and free clinics. The bill appropriates
4 16 moneys annually, for the fiscal period beginning July 1, 2005,
4 17 and ending June 30, 2010, for the purposes of funding the
4 18 incubation program and providing direct services funds for
4 19 existing community health centers, rural health clinics, and
4 20 free clinics throughout the state.
