  1 An Act requiring a driver's license applicant to provide proof of
  2    automobile liability coverage on a motor vehicle.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 321.182, Code 2005, is amended by
  1  2 adding the following new subsection:
  1  3    NEW SUBSECTION.  5.  Certify whether or not the applicant
  1  4 is the owner of a motor vehicle.  If the applicant is the
  1  5 owner of a motor vehicle that is registered in this state, the
  1  6 applicant shall produce the proof of financial liability
  1  7 coverage card issued for each motor vehicle owned, as required
  1  8 pursuant to section 321.20B, showing that such coverage is in
  1  9 effect at the time of the application.  If the applicant is
  1 10 the owner of a motor vehicle that is registered in another
  1 11 state, the applicant shall produce other evidence, as required
  1 12 by the department by rule, that financial liability coverage
  1 13 is in effect at the time of the application for each motor
  1 14 vehicle owned.
  1 15                           EXPLANATION
  1 16    This bill requires that every applicant for a driver's
  1 17 license in this state must certify whether or not the
  1 18 applicant owns a motor vehicle.  If the applicant owns a motor
  1 19 vehicle that is registered in this state, the applicant is
  1 20 required to produce the proof of financial liability coverage
  1 21 card issued for each motor vehicle owned, as required pursuant
  1 22 to Code section 321.20B, showing that such coverage is in
  1 23 effect at the time of the application.  If the applicant owns
  1 24 a motor vehicle that is registered in another state, the
  1 25 applicant shall produce other evidence, as required by the
  1 26 department by rule, that financial liability coverage is in
  1 27 effect at the time of the application for each motor vehicle
  1 28 owned.
