  1  1          SENATE CONCURRENT RESOLUTION NO.

  1  3 A Concurrent Resolution requesting that the
  1  4    legislative council establish an interim study
  1  5    committee to study instant runoff voting.
  1  6    WHEREAS, the election process established by
  1  7 government should advance and protect the right of its
  1  8 citizens to vote; and
  1  9    WHEREAS, increasing voter turnout is a laudable
  1 10 goal of any election process; NOW THEREFORE,
  1 11    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  1 12 REPRESENTATIVES CONCURRING, That the legislative
  1 13 council is requested to establish a legislative
  1 14 interim study committee for the 2005 interim on
  1 15 instant runoff voting, a system of voting by which a
  1 16 voter is allowed to rank the candidates for an office
  1 17 on the ballot in the order of preference.  The
  1 18 committee shall study the feasibility of such a
  1 19 process being used in this state, what elections it
  1 20 should be used for, whether such a voting system has
  1 21 increased voter turnout in the localities where it is
  1 22 used, and any other issues related to this type of
  1 23 voting.
