Senate Concurrent Resolution 15 - Introduced PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. 1 2 BY BLACK, BEHN, GRONSTAL, CONNOLLY, and IVERSON 1 3 A Concurrent Resolution expressing the State of Iowa's 1 4 appreciation of its strong relations with the Republic 1 5 of China on Taiwan and urging the establishment of an 1 6 Iowa presence in the Republic of China on Taiwan. 1 7 WHEREAS, the Republic of China on Taiwan and the 1 8 United States have been important strategic partners 1 9 for the past half century; and 1 10 WHEREAS, the Republic of China on Taiwan and the 1 11 United States share many values and the relationship 1 12 between the United States and the Republic of China on 1 13 Taiwan has continued to develop over time into a 1 14 mutually beneficial relationship, resulting in 1 15 progress in the areas of political interaction, 1 16 security affairs, trade, investment, culture, and 1 17 education; and 1 18 WHEREAS, the Republic of China on Taiwan is the 1 19 United States' eighth largest trading partner, ninth 1 20 largest export market overall, and sixth largest 1 21 export market in agricultural goods; and 1 22 WHEREAS, the State of Iowa, one of the leading 1 23 agricultural production areas in the world, has 1 24 developed strong economic ties with the Republic of 1 25 China on Taiwan, which includes a dynamic trading 1 26 partnership with Iowa commodity organizations and 1 27 producers of agricultural products, including beef, 1 28 pork, corn, and soybeans; and 1 29 WHEREAS, the State of Iowa and several Iowa cities 1 30 have established formal sister state and sister city 2 1 relationships with regions and cities in the Republic 2 2 of China on Taiwan; and 2 3 WHEREAS, both the Republic of China on Taiwan and 2 4 the State of Iowa are interested in encouraging the 2 5 flourishing of this partnership; and 2 6 WHEREAS, the Republic of China on Taiwan has 2 7 expressed interest in furthering its relationship with 2 8 the State of Iowa by inviting the State of Iowa to 2 9 establish a physical presence in the Republic of China 2 10 on Taiwan; NOW THEREFORE, 2 11 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 2 12 REPRESENTATIVES CONCURRING, That the State of Iowa 2 13 should consider the possibility of establishing an 2 14 office or other physical presence in the World Trade 2 15 Center in Taipei in the Republic of China on Taiwan to 2 16 facilitate increased relations; and 2 17 BE IT FURTHER RESOLVED, That the Iowa Department of 2 18 Economic Development shall organize a work group of 2 19 public and private organizations interested in 2 20 enhancing Iowa's presence in the Republic of China on 2 21 Taiwan by establishing an office in the World Trade 2 22 Center in Taipei and shall report the findings of the 2 23 work group to the Governor, the offices of the Co= 2 24 leaders of the Senate, and the offices of the Majority 2 25 and Minority Leaders of the House of Representatives. 2 26 LSB 3669SS 81 2 27 pf:nh/gg/14 1
