  1  1          SENATE CONCURRENT RESOLUTION NO. ___
  1  2                       BY  TINSMAN
  1  3 A Concurrent Resolution requesting the establishment
  1  4    of a planning group to develop a plan for unifying
  1  5    the state administration of services utilized by
  1  6    older Iowans age 60 or older.
  1  7    WHEREAS, the provision of long=term living services
  1  8 to older Iowans is vital in enhancing the lives of
  1  9 older Iowans as well as the overall community life in
  1 10 the state; and
  1 11    WHEREAS, providing the correct balance of long=term
  1 12 living services involves coordination of a variety of
  1 13 disciplines and programs, and activities of state
  1 14 governmental agencies; and
  1 15    WHEREAS, the role of the state in administering
  1 16 long=term care services should be to streamline access
  1 17 to appropriate services in the most cost=effective
  1 18 manner possible; and
  1 19    WHEREAS, access to Iowa's quality long=term living
  1 20 services could be improved by increased unification of
  1 21 the administration of these services; NOW THEREFORE,
  1 22    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  1 23 REPRESENTATIVES CONCURRING, That the leadership of the
  1 24 senate and the house of representatives is requested
  1 25 to establish a blue ribbon planning group to develop a
  1 26 plan for unifying the state administration of long=
  1 27 term living services utilized by older Iowans who are
  1 28 age 60 or older; and
  1 29    BE IT FURTHER RESOLVED, That the plan developed
  1 30 should address options for implementing the
  2  1 unification of the state administration through
  2  2 legislation, funding changes, or other appropriate
  2  3 means and should address the services paid for or
  2  4 provided to older Iowans by the departments of elder
  2  5 affairs, human services, and public health; and
  2  6    BE IT FURTHER RESOLVED, That the departments that
  2  7 are the focus of the planning process are requested to
  2  8 provide information to the planning group and the
  2  9 legislative services agency is requested to provide
  2 10 staffing services to the planning group; and
  2 11    BE IT FURTHER RESOLVED, That the unification plan
  2 12 should be presented to the general assembly upon
  2 13 completion, no later than April 1, 2005, and should be
  2 14 designed to achieve the following goals:
  2 15    1.  Provide for a more effective delivery of long=
  2 16 term living services to older Iowans.
  2 17    2.  Create financial efficiencies.
  2 18    3.  Increase accountability; and
  2 19    BE IT FURTHER RESOLVED, That the appointments
  2 20 necessary for the planning group be made by the senate
  2 21 republican and democratic leaders and by the speaker
  2 22 of the house of representatives in consultation with
  2 23 the majority leader of the house of representatives
  2 24 and the minority leader of the house of
  2 25 representatives and that the membership of the
  2 26 planning group should include all of the following:
  2 27    1.  The directors of the three departments or the
  2 28 directors' designees.
  2 29    2.  A director of an area agency on aging.
  2 30    3.  A representative of the office of the governor.
  3  1    4.  A representative of the banking industry in
  3  2 this state who has significant experience with
  3  3 reorganization or restructuring of agencies.
  3  4    5.  The chief executive officer of a united way
  3  5 organization located in Iowa.
  3  6    6.  The president of an Iowa resource center for
  3  7 nonprofit organizations.
  3  8    7.  The president of the university of northern
  3  9 Iowa.
  3 10    8.  The chairman of the board of the largest
  3 11 private employer in the state.
  3 12    9.  An individual retired as president of the
  3 13 state's largest private health insurer who has served
  3 14 as mayor of Iowa's largest city.
  3 15    10.  The head of the AARP Iowa chapter.
  3 16    11.  The chief executive officer of an Iowa=based
  3 17 financial services company ranked by Fortune magazine
  3 18 as the sixth among life and health companies.
  3 19    12.  Two members of the senate and two members of
  3 20 the house of representatives.
