Section 284.7, subsection 1, paragraph a, 1 2 subparagraph (2), Code Supplement 2005, is amended to read as 1 3 follows: 1 4 (2) The participating district shall increase the 1 5 district's minimum salary for a first=year beginning teacher 1 6 by at leastonetwo thousand five hundred dollars per year 1 7 above the minimum salary paid to a first=year beginning 1 8 teacher in the previous year unless the minimum salary for a 1 9 first=year beginning teacher exceedstwenty=eighttwenty=nine 1 10 thousand dollars. 1 11 Sec. 2. Section 284.7, subsection 1, paragraph b, 1 12 subparagraph (2), Code Supplement 2005, is amended to read as 1 13 follows: 1 14 (2) The participating district shall provide atwothree 1 15 thousand dollar difference between the average beginning 1 16 teacher salary and the minimum career teacher salary, unless 1 17 the school district has a minimum career teacher salary that 1 18 exceedsthirtythirty=one thousand dollars. 1 19 Sec. 3. NEW SECTION. 294A.24 MATHEMATICS AND SCIENCE 1 20 TEACHER SALARY SUPPLEMENT. 1 21 1. A school district shall be paid annually, from moneys 1 22 appropriated pursuant subsection 3, the amount of one thousand 1 23 dollars for each teacher who is employed on a full=time basis 1 24 under sections 279.13 through 279.19 in the school district; 1 25 who possesses an endorsement issued by the board of 1 26 educational examiners under chapter 272 authorizing the 1 27 teacher to provide instruction for grades nine through twelve 1 28 in mathematics, biological science, chemistry, earth science, 1 29 general science, physical science, or physics; and who is 1 30 assigned by the school district to teach two or more science 1 31 or mathematics courses in grade nine, ten, eleven, or twelve. 1 32 Notwithstanding chapters 20 and 279, the school district shall 1 33 compensate each teacher who meets the qualifications 1 34 established pursuant to this section not less than one 1 35 thousand dollars. By October 1 annually, the school district 2 1 shall notify the department of education of the number of 2 2 individuals who meet the qualifications established pursuant 2 3 to this subsection, and shall submit any documentation 2 4 requested by the department. 2 5 2. The allocation to each school district shall be made in 2 6 one payment on or about October 15 of the fiscal year for 2 7 which the appropriation is made, taking into consideration the 2 8 relative budget and cash position of the state resources. 2 9 Moneys received under this section shall not be commingled 2 10 with state aid payments made under section 257.16 to a school 2 11 district and shall be accounted for by the local school 2 12 district separately from state aid payments. Payments made to 2 13 school districts under this section are miscellaneous income 2 14 for purposes of chapter 257. A school district shall maintain 2 15 a separate listing within its budget for payments received and 2 16 expenditures made pursuant to this section. A school district 2 17 shall certify to the department of education that moneys 2 18 received under this section were used to supplement, not 2 19 supplant, the salary the school district would otherwise pay 2 20 the teacher. 2 21 3. There is appropriated from the general fund of the 2 22 state to the department of education, for each fiscal year, 2 23 the sum of three million dollars to pay mathematics and 2 24 science teacher salary supplements as provided in this 2 25 section. 2 26 EXPLANATION 2 27 This bill raises the minimum beginning and career teacher 2 28 salaries under the student achievement and teacher quality 2 29 program and provides a standing appropriation of $3 million 2 30 from the general fund of the state to the department of 2 31 education for purposes of providing a $1,000 mathematics and 2 32 science teacher salary supplement for teachers employed by 2 33 school districts who are assigned by the school district to 2 34 teach two or more mathematics and science courses in grade 9, 2 35 10, 11, or 12. 3 1 The bill requires a school district to increase its minimum 3 2 salary for a first=year beginning teacher by at least $2,500 3 3 per year above the minimum salary paid to a first=year 3 4 beginning teacher in the previous year unless the minimum 3 5 salary for a first=year beginning teacher exceeds $29,000. 3 6 This is $1,000 more than the current Code minimum and 3 7 exception. 3 8 The bill also requires a school district to provide a 3 9 $3,000 difference between the average beginning teacher salary 3 10 and the minimum career teacher salary, unless the school 3 11 district has a minimum career teacher salary that exceeds 3 12 $31,000. This is $1,000 more than the current Code minimum 3 13 and exception. 3 14 To be eligible for a mathematics and science teacher salary 3 15 supplement, a teacher must hold an endorsement issued by the 3 16 board of educational examiners authorizing the teacher to 3 17 provide instruction in grades 9=12 in mathematics, biological 3 18 science, chemistry, earth science, general science, physical 3 19 science, or physics.
