  1  1    Section 1.  Section 91.4, subsection 9, Code 2005, is
  1  2 amended to read as follows:
  1  3    9.  The commissioner may establish rules pursuant to
  1  4 chapter 17A to assess and collect interest on fees, penalties,
  1  5 and other amounts due the division.  The commissioner may
  1  6 delay, or following written notice, deny the issuance of a
  1  7 license, commission, registration, certificate, or permit
  1  8 authorized under chapter 88A, 89, 89A, 90A, 91C, or 94A if the
  1  9 applicant for the license, commission, registration,
  1 10 certificate, or permit owes a liquidated debt to the
  1 11 commissioner.
  1 12                           EXPLANATION
  1 13    This bill authorizes the labor commissioner to delay, or
  1 14 following written notice, deny the issuance of a license,
  1 15 commission, registration, certificate, or permit authorized
  1 16 under Code chapters regulating amusement rides, boiler and
  1 17 unfired steam pressure vessels, elevators, boxing and
  1 18 wrestling, construction contractors, and employment agencies
  1 19 if the applicant owes a liquidated debt to the commissioner.
