1 1 Section 1. Section 303.3C, subsection 1, paragraph c, Code
1 2 Supplement 2005, is amended by striking the paragraph.
1 3 Sec. 2. Section 303.3C, subsection 3, paragraph b, Code
1 4 Supplement 2005, is amended to read as follows:
1 5 b. Identify three Iowa great places projects for purposes
1 6 of receiving a package of resources under the program.
1 7 Sec. 3. Section 303.3C, Code Supplement 2005, is amended
1 8 by adding the following new subsection:
1 9 NEW SUBSECTION. 4. a. Notwithstanding any restriction,
1 10 requirement, or duty to the contrary, in considering an
1 11 application for a grant, loan, or other financial assistance
1 12 from a city or county where an Iowa great places project has
1 13 been identified, a state agency may give preference to such
1 14 applications. This subsection applies to applications filed
1 15 within five years of the Iowa great places project
1 16 identification; however, the Iowa great places board may
1 17 extend the time period for which this subsection applies by
1 18 one year not more than three times.
1 19 b. By January 15 of each year, a state agency that gives
1 20 preference to an application where an Iowa great places
1 21 project has been identified pursuant to paragraph "a" shall
1 22 submit a report to the general assembly summarizing all
1 23 actions taken by the state agency pursuant to paragraph "a"
1 24 during the previous year.
1 25 EXPLANATION
1 26 This bill relates to projects identified under the Iowa
1 27 great places program.
1 28 Currently, under the program, three Iowa great places
1 29 projects are to be identified by the Iowa great places board,
1 30 and two years after the third project is identified,
1 31 additional projects may be identified. The bill eliminates
1 32 the two=year waiting period for identifying additional
1 33 projects.
1 34 The bill provides that, notwithstanding any restriction,
1 35 requirement, or duty to the contrary, in considering an
2 1 application for a grant, loan, or other financial assistance
2 2 from a city or county where an Iowa great places project has
2 3 been identified, a state agency may provide preference to such
2 4 applications. The bill provides that the preference
2 5 provisions apply to applications filed within five years of
2 6 the Iowa great places project identification; however, the
2 7 Iowa great places board may extend the time period by one year
2 8 not more than three times. The bill also includes a reporting
2 9 requirement for state agencies that apply the preferences
2 10 created under the bill.
