1 An Act relating to the administrative functions of the department
2 of cultural affairs, including the board of trustees of the
3 state historical society of Iowa and the state records
4 commission.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 303.4, subsection 2, Code 2005, is
1 2 amended to read as follows:
1 3 2. The term of office of members of the board of trustees
1 4 is three years commencing and ending as provided in section
1 5 69.19 beginning on July 1 and ending June 30. The terms of
1 6 office of the governor's appointees are staggered terms of
1 7 three years each, so that three members are appointed each
1 8 year.
1 9 Sec. 2. Section 305.8, subsection 1, paragraph b, Code
1 10 2005, is amended to read as follows:
1 11 b. In consultation with the homeland security and
1 12 emergency management division of the department of public
1 13 safety defense, establish policies, standards, and guidelines
1 14 for the identification, protection, and preservation of
1 15 records essential for the continuity or reestablishment of
1 16 governmental functions in the event of an emergency arising
1 17 from a natural or other disaster.
1 18 EXPLANATION
1 19 This bill changes the dates on which the terms of
1 20 membership for the board of trustees of the state historical
1 21 society of Iowa begin and end and amends language within the
1 22 state archives and records Act to correctly identify the
1 23 homeland security and emergency management division as a
1 24 division of the department of public defense, rather than of
1 25 the department of public safety.
1 26 The terms of the board of trustees of the state historical
1 27 society of Iowa currently begin on May 1 and end on April 30.
1 28 The dates are currently tied to those of the governor's
1 29 appointments confirmed by the senate. However, governor's
1 30 appointments to the state historical society board of trustees
1 31 are not confirmed by the senate. Under the bill, terms begin
1 32 July 1 and end on June 30.
