  1  1    Section 1.  NEW SECTION.  321.258A  OFFICIAL TRAFFIC
  1  2 CONTROL SIGNAL WITH RED LIGHT CAMERA.
  1  3    1.  If a red light camera has been installed at the site of
  1  4 an official traffic control signal, the following provisions
  1  5 apply, to the extent applicable, to the colored lights or
  1  6 colored arrows on the official traffic control signal:
  1  7    a.  The circular green light shall flash three times before
  1  8 the circular yellow light is illuminated.
  1  9    b.  Any green arrow light shall flash three times before
  1 10 the corresponding yellow arrow light is illuminated.
  1 11    c.  The steady circular yellow light or the steady yellow
  1 12 arrow light shall remain illuminated for a minimum of five
  1 13 seconds before the steady circular red light is illuminated.
  1 14    2.  When a circular green light or a green arrow light is
  1 15 flashing, the light shall have the same meaning as a steady
  1 16 circular green light or a steady green arrow light under
  1 17 section 321.257.
  1 18    3.  For purposes of this section, "red light camera" means
  1 19 a device installed on or in proximity to an official traffic
  1 20 control signal to produce recorded images for the purpose of
  1 21 enforcement of traffic laws.
  1 22                           EXPLANATION
  1 23    This bill establishes requirements for traffic control
  1 24 signals that are monitored by red light cameras.  "Red light
  1 25 camera" is defined in the bill as a device that is installed
  1 26 on or in proximity to a traffic signal to record images for
  1 27 law enforcement purposes.  At a location where a red light
  1 28 camera is in operation, the green light or green arrow on a
  1 29 traffic signal shall flash three times before the yellow light
  1 30 or yellow arrow comes on.  The yellow light or yellow arrow
  1 31 must then remain lit for at least five seconds before the red
  1 32 light comes on.
