1 1 Section 1. NEW SECTION. 279.63 STUDENT PROFICIENCY AND
1 2 GRADE LEVEL EQUIVALENCY REPORT.
1 3 The board of directors of each school district shall report
1 4 to the parent or guardian of each student enrolled in the
1 5 school district who is administered a nationally recognized
1 6 standardized achievement evaluation the proficiency level and
1 7 grade equivalency level in each of the subject areas for which
1 8 the student was evaluated. The school district shall describe
1 9 in the report how the levels were determined.
1 10 Sec. 2. STATE MANDATE FUNDING SPECIFIED. In accordance
1 11 with section 25B.2, subsection 3, the state cost of requiring
1 12 compliance with any state mandate included in this Act shall
1 13 be paid by a school district from state school foundation aid
1 14 received by the school district under section 257.16. This
1 15 specification of the payment of the state cost shall be deemed
1 16 to meet all the state funding=related requirements of section
1 17 25B.2, subsection 3, and no additional state funding shall be
1 18 necessary for the full implementation of this Act by and
1 19 enforcement of this Act against all affected school districts.
1 20 EXPLANATION
1 21 This bill requires school districts to report to the parent
1 22 or guardian of a student who is administered a nationally
1 23 recognized standardized achievement evaluation the proficiency
1 24 level and the grade equivalency level in each of the subject
1 25 areas for which the student was evaluated. The school
1 26 district must also describe how the levels were determined.
1 27 The bill may include a state mandate as defined in Code
1 28 section 25B.3. The bill requires that the state cost of any
1 29 state mandate included in the bill be paid by a school
1 30 district from state school foundation aid received by the
1 31 school district under Code section 257.16. The specification
1 32 is deemed to constitute state compliance with any state
1 33 mandate funding=related requirements of Code section 25B.2.
1 34 The inclusion of this specification is intended to reinstate
1 35 the requirement of political subdivisions to comply with any
2 1 state mandates included in the bill.
