  1 An Act relating to the Iowa early intervention block grant
  2    program by changing the distribution method and reporting
  3    requirements, extending the repeal of the chapter establishing
  4    the program, and providing an effective date.

  1  1    Section 1.  Section 256D.3, Code 2005, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  4.  Beginning July 1, 2005, each school
  1  4 district that receives funds under section 256D.4, subsection
  1  5 2A, shall submit an annual report to the department of
  1  6 education listing by grade level the number of students who
  1  7 were reading below grade level in grades one through three at
  1  8 the beginning of the school year, and the number of those
  1  9 students who by the end of the school year were reading at or
  1 10 above grade level.  The department of education shall specify
  1 11 the amount of funding each school district receives pursuant
  1 12 to section 256D.4, subsection 2A, along with the information
  1 13 received by the department under this subsection, in the
  1 14 report the department submits to the chairpersons and ranking
  1 15 members of the senate and house education committees pursuant
  1 16 to subsection 3.
  1 17    Sec. 2.  Section 256D.4, Code 2005, is amended by adding
  1 18 the following new subsection:
  1 19    NEW SUBSECTION.  2A.  Moneys appropriated for the Iowa
  1 20 early intervention block grant program shall be allocated to
  1 21 school districts as follows:
  1 22    a.  Two=thirds of the allocation shall be based upon the
  1 23 proportion that the kindergarten through grade three
  1 24 enrollment of a district bears to the sum of the kindergarten
  1 25 through grade three enrollments of all school districts in the
  1 26 state as reported for the base year.
  1 27    b.  One=third of the allocation shall be awarded to school
  1 28 districts that certify to the department of education the
  1 29 number of students enrolled in the school district in grades
  1 30 one through three who are reading below grade level.  The
  1 31 amount awarded shall be based upon the proportion that the
  1 32 number of students who are reading below grade level in grades
  1 33 one through three as certified by the school district bears to
  1 34 the sum of the number of students who are reading below grade
  1 35 level in grades one through three as certified by all school
  2  1 districts in the state for the base year.
  2  2    Sec. 3.  Section 256D.9, Code 2005, is amended to read as
  2  3 follows:
  2  4    256D.9  FUTURE REPEAL.
  2  5    This chapter is repealed effective July 1, 2005 2006.
  2  6    Sec. 4.  EFFECTIVE DATE.  The section of this Act amending
  2  7 section 256D.9, being deemed of immediate importance, takes
  2  8 effect upon enactment.
  2  9                           EXPLANATION
  2 10    This bill makes changes to the Iowa early intervention
  2 11 block grant program by changing one of the formulas for grant
  2 12 distribution to school districts, requiring a new report based
  2 13 on the change in funding distribution, and extending the
  2 14 program's repeal to July 1, 2006, and making that extension
  2 15 effective upon enactment.
  2 16    Under the bill, two=thirds of the moneys appropriated will
  2 17 still be distributed to schools on a per pupil basis.  The
  2 18 other one=third, rather than be distributed based on the
  2 19 number of students in grades one through three who are
  2 20 eligible for free and reduced price meals, will be awarded to
  2 21 school districts that certify to the department of education
  2 22 the number of students enrolled in the school district in
  2 23 grades one through three who are reading below grade level.
  2 24    The bill requires school districts receiving program funds
  2 25 to submit an annual report to the department listing by grade
  2 26 level the number of students who were reading below grade
  2 27 level in grades one through three at the beginning of the
  2 28 school year, and the number of those students who by the end
  2 29 of the school year were reading at or above grade level.  The
  2 30 bill requires the department to submit the information,
  2 31 including the amount of funding each district received, in an
  2 32 annual report to the chairpersons and ranking members of the
  2 33 senate and house education committees.
